THE BROWARD COUNTY VETERANS' COUNCIL MEETING MINUTES 21 JUNE 2010
The meeting was brought to order by President, Bill Kling, at 10:00 am at the Broward County Veterans' Clinic.
The pledge of allegiance was given in unison followed by a prayer by Henry Messana.
Self introductions followed. There were 43 members and guests in attendance.
Minutes of the previous meeting were read by Adriane Reesey. Henry Messana made a motion to accept and Joe Colon made a second and the motion passed.
Pres. Kling advised that the Treasurer, Ceil Steinberg, was ill and the reading of the report was waived.
Rebecca Baer, aide to Cong. Ron Klein, wrote a letter to support the traffic light at the VA Clinic. Also brainstorming the funding options for the facility on Sistrunk and honoring WWII Veterans was discussed. Senior Living Seminar organized by Cong. Klein, adult day care, insurance was also discussed.
Also mentioned was the 250 bed facility has been sidestepped by the VA and other funders. A proposal from Washington is needed for the facility to move forward. The BCVC has requested congressional assistance.
The crosswalk outside the Broward VA Clinic is still pending as pedestrians continue to be placed in harm's way from oncoming traffic. An “on demand' signal needs to be installed before there is a fatality!!!
Vivian Piereschi, aide to Cong. Debbie Wasserman-Schultz, will be at the T. H. meeting tomorrow for the V.P. hearing aid and attendance cases and she is very busy and continues to be a stalwart and sincere advocate to the veterans.
Joe Gianbrori from the Navy League spoke on the commissioning of the “USS Jason Dunham” Destroyer at Port Everglades in Fort Lauderdale scheduled for Nov. 13 th honoring the first Marine to receive the Medal of Honor since the Vietnam War. The ship will be here from Nov. 5 th -15 th with events and celebrations at the Hard Rock, Dolphins game and other venues for the ship and the crew members. There will be Gift, Invitation and Family Committees. The parents of Jason Dunham have asked G.W. Bush to be the keynote speaker. They are expecting from 5-7 thousand people. Adriane Reesey asked that they speak with Flotilla 3-2 USCGAUX as well.
Andrew Torres, aide to Alcee Hastings, also addressed a letter of support for the “on demand” traffic light for the VA Clinic.
Ed Gray from the Veterans Mentoring Program is still looking for OEF/OIF veterans. Training classes are scheduled for Jun. 28 th . They need help identifying these vets.
Judy Smith, America Moms for Soldiers continue to have 1,050 soldiers each month for care packages at a cost of $10.50 each. They are always in need of supplies and volunteers. They received an AT&T grant however they are still in need of items. Joe Motes made a motion to donate $100 to their program. Adriane Reesey made a second and the motion passed.
Kellie Ann Davis from the Urban League advised that the Jun 12 th event was a success with over 150 families participating. Vendor information was well received.
Anyi Mutis, from Workforce 1 advised there are 600 positions available through Microsoft offering free certification and oil spill cleanup jobs available and Resume Workshops are being offered.
Shawn Friedkain from “Stand Among Friends” helps vets living with disabilities providing resource information to disabled persons. They work with Voc. Rehab and assist with college degrees and to find employment. They handle computer skills to janitorial services.
Owen Walker from the Elderly & Veterans Services advised that Stephen Ferrante has put in his resignation. They are campaigning against compulsive gambling and learning to deal with this addiction. There is information and a speaker's bureau available. Staffing was discussed but no target cuts through 2012. Questions followed regarding the new conditions added for Vietnam Veterans on Dioxin Herbicide and Parkinson's and Alchemic Heart disease. Retroactive filing is available!!! Please advise Vietnam Vets groups and advise widows and children they can file if the veteran died as a result of any of these conditions.
Pres. Kling and Henry Messana introduced Gertrude Perez-Dusek from the Coral Springs Vet Center who discussed the new space at the new Family Success Center, 954-357-5555.
William Saxton from the Citizens for National Security needs info on Palm Beach County Veteran Council. Owen Waker responded. There will be a workshop on Aug. 29 th held to discuss how to protect yourself and family while in flight at the Boca Raton Marriott 1-4 pm.
Pres. Kling advised that the BCVC received the “Epic” Award from the Broward Mental Health Assoc. The event was very well attended. A proclamation was also received from the County Commissioners.
Pres. Kling then spoke on National Legislative issues: FDVA supports HB0005 – US Hwy 27 – Purple Heart Highway. Also signed into law by Gov. Crist, HB0351. HB1455 – individuals cannot represent veterans in military dress or uniform.
Ray Stepanowski from the Clinic advised that the canteen would be open on Jun. 23 rd . They are still waiting for the parking to be resolved for overflow with the church next door. He also advised one new staff member at the Key Largo facility and the lost of a staff member at Hollywood. Also two new social workers were added. There will not be a problem next month because the gates will be left open.
Marshall Belmaine from AVER discussed the recognition of the WWII Vets at the Broward County Commission building for VJ Day by Sep. 2 nd . Discussion followed.
Josie Anton spoke about women in the military and the film, the “Lioness”.
Chuck Blackman, Committee Chair for the Commissioning of the USS Dunham spoke more on the event and the book, “The Gift of Valor” by Michael Phillips. Twenty two year old Jason Dunham lost his life after covering a grenade with his helmet and body after fighting with insurgents in Iraq. He saved the lives of his fellow Marines in his platoon. Contact: Chuck Black at email cblack@signsbytomorrow.com . Additional questions followed regarding the USS Dunham and options about fundraising. Also discussed was the passing of Joe Milsaps.
Henry Messana discussed the BCVC badges at a cost of $12 each for either pocket or magnetic type.
The Broward Human Trafficking Coalition will meet Aug. 10 th from 10-12 at the Broward Central Regional Park.
Motion made by Pres. Kling to have the BCVC call-in candidates for review and he is calling a special meeting of the board.
Pres. Kling advised no meeting for the summer. Any special meeting will be announced. He asked for a motion to adjourn. Henry Messana gave a second.

Self introductions followed. There were 44 members and guests in attendance.
Minutes of the previous meeting was read by Secretary, Loretta Young. Henry Messana made a motion to accept, Debra Stern made a second on the motion and the motion passed.
Pres. Kling advised that the VA Health Care is not impacted whatsoever by the new Health Care Bill. He advised next on three state issues: (1) impersonation of a veteran while soliciting funds which passed the House and Senate and is waiting for the Governor to sign; (2) eliminating the requirement that the disabled veteran must have entered active duty in Florida to be eligible for the Combat related Ad Valorem, died in committee; (3) legislation authorizing charitable organizations to utilize electronic or other mechanical devices to dispense “Instant Bingo” cards, died in committee. Also discussed was a Bill in Georgia allowing “PTSD” to be put on driver's license on a voluntary basis.
Bo Runey, “Death With Dignity”, spoke on their grassroots organization and a fund raiser scheduled for May 30 th . They assist families of deceased veteran with Memorial services, offer Patriotic Guard, assist with funeral expenses, etc. They need help getting the public educated and publicity. Loretta Young made a motion for a donation of $100. Harry Cohen made a second on the motion and the motion passed.
Courtnee Biscardi, Urban League, advised they are partnering for an event for OEF/OIF veterans scheduled for June 12 th at the Hollywood Armory. This will be a family event with activities for children, community resources, etc. They also have scheduled a Resume Workshop with WF1 on May 21 st .
Rebecca Baer, aide to Cong. Ron Klein, spoke on the Bill in the House; “Women Veterans' Health Care' and the “Caregiver Assistance”. Also discussed was the backlog of Veterans' claims and a resolution, “End of WWII European Campaign”.
William Saxton, “Citizens for National Security”, spoke on another terrorist attempt on May 14 th and the need to educate and motivate everyone to get involved because there are many things we can do to preserve the National Security of our country. They can come to make presentations at meetings, etc.
The Council had a visit from Mary Berrocal, Director MIAVA who advised that complaints or accolades, etc. are answered individually. Also suggestions are taken into consideration. Parking is improving with shuttle service from a remote parking facility. The Fisher House will be finished by mid June, open in Aug. with a dedication on Nov. 17 th . A 40 bed Domiciliary has been approved by VA Secretary Shinski and will be up and running in 18 months. There is a proposal for kidney and liver transplant facility and Geriatric Service is in progress. The Secretary has also made a commitment to end homelessness. Also discussed was Veterans for Humanity to build houses for veterans, explanation of Tricare for Life payment procedures, hurricane shutters replaced at a great expense as opposed to installing impact windows, followed by questions and comments. We were then introduced to Gwen Findley who will be coming to the Broward Clinic 2 times a week to assist Dr. Greenberg.
Dr. Greenberg gave an update on the Clinic. The canteen will be open mid June. There is a shuttle to MIAVA leaving at 0700. Parking overflow is being discussed with the adjacent church for employees with patients using the upper level. PTSD, substance abuse clinic, mental health and therapy are all up and running well. The “on demand light” requested for the bus stop has been turned down by the county and other options will have to be discussed.
Judy Smith, America 's Moms for Soldiers, advised they continue to send snacks, hygiene items, etc. each month (1,050 care packages) to soldiers who have no one sending them packages. Loretta Young made a motion to donate $200 to their program. Debra Stern made a second on the motion and the motion passed.
Adriane Reesey advised of a request from 2LT Anthony Joyce, USA FORSCOM, for a Guidon for the 3 rd Platoon at a cost of $150. Loretta Young made a motion for a donation of $150 and Gerald Rennert made a second on the motion, the motion passed.
Elaine Stevens, “the Homelady” advised that banks were turning down the veterans. She is looking for creative financing. They are looking for properties to buy and retrofit and then sell to the veterans.
Willowstine Lawson, aide to Sen. Bill Nelson, advised that national issues are keeping the senator busy. Discussion followed on “Don't Ask, Don't Tell” and stop “off shore drilling”.
James Peavy, Broward County EVSD, spoke briefly as the Broward County Service Officer working out of the Clinic.
We then had a visit from Cong. Ted Deutch, newly elected for the 19 th Congressional District. He ensured that the “new health care bill” would not change any veterans' benefits; will work for improving returning military services; support the Caregivers Bill and Women Veteran issues along with female veteran's newborns. Also, homeless veterans and PTSD legislation is his priority. He will also make sure Iran will never make nuclear weapons and take immediate action on sanctions. He will be in close contact with the local offices. Meetings are set for June for Kings Point, Holiday Springs, and Century Village in Deerfield Beach and Wynmoor in Coconut Creek.
Vivian Piereschi, aide to Cong. Debbie Wasserman-Schultz, spoke briefly on committee hearings.
Ed Gray, Veterans' Mentoring Program, commented again on the need for mentees. Elaine Stevens suggested going on “Clear Channel” and Cox Radio to get public service announcements.

Pres. Kling commented on (1) Art. 7, Florida Constitution eliminating the requirement that the disabled veteran must have entered active duty from Florida to be eligible for the Combat related Ad Valorem and add the disable veteran must own the property for two years to be eligible. (2) Legislation authorizing charitable organizations to utilize electronic or other mechanical devices to dispense “Instant Bingo” cards. Both passed and are out of committee. Also, the veterans are not impacted by the Health Care Reform Bill.
Dr. Greenberg, CMO for the Broward County Veterans' Clinic gave the following update: the Canteen is underway and equipment has been ordered; the handicap sidewalks are also under-way; the “on demand” crossing lights at the bus stops should be going to the county at anytime, OSAK is up and running for substance abuse; PTSD is active; HUD VASHE is issuing 60-70 vouchers for housing and could expand; the east/west bus transit was resulting in only 7 vets per day and the scheduling will be adjusted; they could expect to run more group clinics and they continue to have a homeless “walk in” clinic program on certain days. Dr. Greenberg then presented Pres. Kling with a “Patriot Award” that was previously presented by Cong. Debbie Wasserman-Schultz at a Town Hall Meeting in Fort Lauderdale through the Civilian Marksman-ship Award. Pres. Kling was also presented with a Garand Rifle which he will be donating to the Broward Veterans' Clinic to be placed in an area of prominence.
Marie Duda, USCG Auxiliary explained their duties to assist the Coast Guard with search and rescue, public education, and recreational boating and vessel safety checks. She explained that there is no age limitation or physical restrictions except minimum age of 17years. Pres. Kling added that Fleet Week is April 26-30 and an email was sent out if anyone wanted to sign up.
Majorie Valdes, MIAVA Public Affairs, commented on the lack of available parking in Miami and they are trying to obtain alternate bus transportation. They have a golf cart pickup from the remote parking area to the hospital. She also advised that the Fisher House has 20 suites and will be complete by the end of July and have a grand opening in November.
Michelle Van Houten, Veterans' Support Organization/New Life Haven, advised they will have a grand opening and now have three female veterans.
Anyi Mutis, Work Force One, advised that not a lot of veterans were qualifying for the Florida Back to Work Program due to the requirement of not having a child less than 18 years. They are working with the Urban League and sponsoring a Resume Workshop on April 23 rd .
Kellie-Ann Davis, Urban League, introduced Courtnee Biscardi their Program Manager. They are also offering a Finance Budget Workshop.
Joe Colon, Merchant Marines, advised how active they were during WWII and that currently the USS Comfort and the USS Hope (hospital ships) are manned by Merchant Marines. They still need 10 votes to get the Bill passed for past compensation.
Kelly Brown, Broward Property Appraiser's office, spoke on the ad valorem property tax exemptions for seniors, veterans and disabled veterans and the 100% service connected veterans are tax free.
Johnny Brown, from the 3 rd Step Program, spoke on the 250 bed facility planned to be for veterans run by vets. Facility will have skilled nursing, a cafeteria and recreational services. Funding to run the operation will come from the VA; building costs $20M and they are waiting for the government for the go ahead with the contract.
Owen Walker, the Broward County Chief Service Officer, advised they are still going through budget processing. There are Service Officers out in the community to assist with claims and it is not necessary to sit waiting at the clinic. Also, they help with property tax information.
Rebecca Baer, aide to Cong. Ron Klein, advised that he attended the Vietnam Veterans' Appreciation Day at Am. Legion Post 222. She advised that Senior's Day was not well attended.
Elaine Stevens, the Home Lady, advised the $8,000 tax credit is still in effect and they can purchase a home with no money down. They can buy a house with just the cost of the inspection, $350, which is completely renovated. Monthly note would be $1,200-1,500 PITI with a credit score of 640.
Ed Gray, Senior Volunteers/Mentoring Program, is still having problems identifying OEF/OIF veteran mentees. They need to try new strategies and networking with other organizations such as the Coalition for the Homeless and the Urban League.

Memorial Day Programs were announced for Tamarac, Plantation, Sunrise and Boca Raton. Also, the Sunrise Relay for Life on May 14 th .
Joe Colon advised on the program for the National Merchant Marines for May 21 st at IT Parker Community Center in Dania Beach at 1100.
Pres. Kling advised that the Mental Health Society of Broward will honor the BCVC on May 14 th at the Embassy Suites Hotel.

Pres. Kling advised the Treasurer's Report is available to any member on request.
Kellie- Ann Davis from the Urban League reported for the BRAIVE Fund that over 100 vets were given information on services and giving emergency services to approximately 40. She advised that finding employment is a key issue and they network with Work Force One. They assist OEF/OIF veterans with the 211 info number and also refer some to counseling.
Pres. Kling advised that the BCVC still has funding assistance issues for veterans deployed before the County Commissioners .
Phyllis Berry with the Broward County Transit spoke on the Golden Passport and ½ fare transit for students. They have budget cuts of 7M. Transportation Programs for the Homeless has a 2 for 1 bus pass price. There is also under the Disabilities Act they must provide alternate transportation and this is very costly.
Dr. Phillip Greenberg gave an update on the clinic. The upper level is available for overflow parking for our meeting. They also have the drawings for the canteen and are getting some monies from the state. They will serve breakfast and lunch. They are currently having construction on the sidewalks and will have an on demand traffic light for crossing at the bus stop. He advised some new services: PTSD, substance outpatient section, cardio now open, stress test available and radiology expanded with cat scan. The rehab unit will expand to the inside from the patio. He spoke on the first meeting of the Women Vets Planning Group which met earlier at the clinic. The east/west shuttle also continues to operate. They will have the MRI trailers in approximately 6 months. The clinic is seeing 20 new patients per day and has no waiting time for suicide calls.
Rebecca Baer aide to Cong. Ron Klein also advised that the Women Veterans meeting went very well. Coordination between veteran groups and non-profit groups makes for a better outreach result.
Vivian Piereschi aide to Cong. Debbie Wasserman Schultz advised the congresswoman is very busy in Washington working on the health care issue. They held a Health Expo last week with tests for diabetes, etc.
Owen Walker, the Broward County Service Officer, advised that the County is on a 5 furlough days per month schedule. They are preparing for a 25% cut but nothing is projected for the veterans.
Ed Gray with the Veterans' Mentoring advised that it is going very well with the mentors but they are still in need of the mentees. Discussion followed on how to get to the younger vets by working with the Family Readiness programs, schools, Work Force One, sharing flyers, etc.
Anyi Mutis, Work Force One, spoke on the Back to work program where the employer and state each pay half salary. The program runs through Sept.
Pres. Kling then had the discussion on HB1455 and SN1824, raising funds by individuals in military looking uniforms. This is not to stop groups from fundraising but just the military uniform impersonating a veteran.
Richard VanHouten from the Veterans' New Haven spoke on their facility and their upcoming grand opening, information details to be advised. They have made many donations to the veteran community.
Lorisa Lewis, Stable Foundations, an equine family therapy program, advised on the Heritage Horse Show in Plantation on the weekend that resulted in a $1,338 donation to the facility. Loretta Young made a motion for the Council to donate $100 to their program. Adriane Reesey made a second on the motion and the motion passed.
Scott Worobey from “Death With Dignity” advised that their organization sees that every veteran gets an immediate dignified burial. Loretta Young made a motion for the Council to donate $100 to their program. There was a proper second on the motion and the motion passed.
Auguste Lilavois from the IRS spoke on helping veterans with any of their tax issues and how to save them money.

David Stamps from VOA advised that the “Standdown” planning is going well, however VOA needs more referrals for their program and they need eye glass donations.
David Millan from AVER spoke on the success of the St. Patrick's Day Parade and the help they got from the Stranahan Cadets with pushing the wheelchairs for the veterans from the “Sandy” Nininger Nursing Home.
Joey White from VVA Ch. 23 advised they will have a picnic at Snyder Park on Mar. 27 th.
Loretta Young advised that the Sunrise “Relay for Life” Cancer Drive will be May 13 th at Welleby Park .
Shai Goldstein from “Animated Drivers Ed.” has a 501c3 organization working with individuals on how to have a home based business and helping disabled veterans to work on their own time and it's free of charge.

The first speaker was Judy Roarch of the Jewish Family Home Health Care. She explained the difficulties and limitations of the ongoing care for the chronically ill. She also explained the risk of hiring independent contractors. She advised the use of an agency instead of a registry. Jewish Family Home Health Care does prescreening. Questions and answers followed.
Owen Walker, the Broward County Veterans' Service Officer, commented that the American Legion Riders were to assist in process raising funds with the burying of veterans who are homeless. The next introduction was Scott Wasby from Death with Dignity. They are a 501c3 organization that ensures every veteran has an immediate response with 24 hours to have an internment. All monies collected goes directly to the funeral home. Discussion followed.
Owen Walker commented on the process of the transportation pass that is still in processing.
Joel Mckay from Workforce One spoke on employment and tax incentives for hiring veterans.
Vivian Piereschi, aide to Cong. Debbie Wasserman Schultz, advised on the Stimulus Package Workshop.
Andrew Torres, aide to Cong. Alcee Hastings, advised that the Congressman cosponsored and introduced the “close the loop hole” on the pension Bill and it is now in committee.

We then heard from Steven Kever and Gerald Peterkin from the Coalition of the Homeless regarding the “Standdown” event scheduled for 11 June 2010 . Pres. Kling advised that the Coalition of the Homeless would have information in the next newsletter. Loretta Young made a motion for a donation for $100 to the event, Josie Anton made a second on the motion and the motion passed.
Michelle VanHouten, Veterans' Support Organization, spoke on the New Life Haven shelter and transitional housing program. She advised that they have donated over a million dollars to the veterans in Broward, Dade and Palm Beach counties. They are growing on a national level.
Kellie-Ann Davis, from the Urban League of Broward, spoke on the BRAIVE Fund and the help they give for mortgages, rental assistance, auto expenses, etc. They are currently doing free tax returns.
Toni Richi from the Senior Volunteers spoke on the Veterans Mentoring Veterans Program.
Elaine Stevens, the “Home Lady” spoke on the success of the “Stone of Hope Project” Veterans' Home Buying Workshop. The “One Stop” workshop was well attended and was standing room only. They will continue to keep the 800 toll free number until April to assist any callers.
Pres. Kling then spoke on the “Don't Ask, Don't Tell” Bill. Josie Anton made a motion for the Council to support a Resolution on “Don't Ask, Don't Tell” and Debra Stern made a second on the motion and the motion passed. Discussion followed.
Good & Welfare: Pres. Kling discussed the BCVC badges which will be coordinated by Henry Messana. He also spoke on the “Patriotic Spectacular” secheduled for Feb 28 th .
Bill Saxton, CFNS (Citizens for National Security), spoke on the Islamic extremists and the lack of response from the seminars and workshops.
Members from AVER spoke on the participation of the Sandy Nininger Nursing Home for the upcoming St. Patrick Day's parade on March 13 th on Las Olas.

THE BROWARD COUNTY VETERAN COUNCIL MEETING MINUTES 19 January 2010
The meeting was brought to order by President, Bill Kling, at 1130 a.m. at the Broward County Veterans' Clinic.
The Pledge of Allegiance was given in unison lead by Henry Messana and followed by a prayer given by Loretta Young. Self introductions followed. There were 34 members and guests in attendance.
Minutes of the previous meeting were read by the secretary, Loretta Young. A motion to accept the minutes was made by Josie Anton and a second was made by Henry Messana and the motion passed.
Pres. Kling advised that an invitation was extended to Larry Militello, Director at the Sandy Nininger Nursing Home, but he had not responded. He will follow up and advise the Council.
Pres. Kling next commented that contributions to the Haiti relief fund could be made on a personal basis of a minimum of $5.
Pres. Kling next called on Kellie-Ann Davis of the Urban League to speak on the BRAIVE Fund for the OEF/OIF veterans. The importance of networking with the Stone of Hope, Henderson , Family Readiness, etc. was stressed. An update on the 124 th Battalion Deployment Rally was given by Pat Dunne that was held the previous day.
Marti Engle, Veterans' Mentoring Program coordinator advised that they were looking for more senior veterans to support the OEF/OIF veterans. If there are any contacts, please refer them to the coordinators. There have been some matches but they are looking for more. Adriane Reesey suggested the use of “Facebook” to assist with the program.
Joe Motes, Am. Legion 9 th District Commander, spoke on the need for additional funds for the “coffee fund” for the vets at the Clinic. Loretta Young made a motion to donate $100 to the fund. There was a second by Irwin Harlem and the motion passed.
Andrew Torres, aide to Cong. Alyce Hastings, spoke on his personal contact with family in Haiti and the great need of help for the country.
Owen Walker, Broward County Service Officer, commented that they are there to help the veterans to get benefits at no cost. Some organizations are charging for their services. Veterans should not be charged. Broward County Service Officers are processing 300-400 claims a month. They are working with a full staff of 8 service officers. The majority of the clients are elderly, however, as the OEF/OIF veterans return, more are coming to file.
Edwin Obregon from Work Force One advised that there are 3 branch offices. They help veterans with job searches and placements. They work with employers.
Ron Malec from the Keystone Halls commented they have 2 contracts with 12 and 25 beds for homeless vets to stay up to 2 years. There is still a need for the homeless veterans for bus transportation. This is one of the issues still on request with the County Commissioners from last year. Pres. Kling will request that they attend a BCVC Meeting in the near future.
Dr. Greenberg, spoke on the pilot program for the free shuttle service from the east side of town to the Clinic. It will later be extended to the Miami VA Hospital and will accommodate caregivers. He advised that Cardio is seeing patients and they are getting more new equipment. Substance Abuse and the PTSD clinics are also open along with Dr. Sachs seeing patients in the Women's Clinic including osteoporosis and mammograms. Items still waiting are the Canteen and the traffic light for the 6 lane crosswalk from the bus stop. Also the domiciliary is still out for a bid for a 60 bed facility. CAT Scans will start next week. The MRI trailer will be in 6 months to 1 year.
Pres. Kling advised that little is being done on a state level at the FDVA Council due budget cuts.

THE BROWARD COUNTY VETERAN COUNCIL MEETING MINUTES November 16, 2009
The meeting was brought to order by President, Bill Kling at 1000 am at the Broward County Veterans' Clinic.
The Pledge of Allegiance was given in unison and followed by a prayer given by Loretta Young. Self introductions followed. There were 26 members and guests in attendance.
Minutes of the previous meeting were read by the secretary, Loretta Young. A motion to accept the minutes was made by Josie Anton and a second on the motion made by Henry Messana and the motion passed.
Pres. Kling gave the treasurer's report stating that it is available for any member to view.
Susan Myers, Dir. of Human Services of Broward County spoke on the support of the County Commissioners and BARC, substance abuse and detox services with a 30 to 60 day residential program in Coral Springs . This is followed by a short and long term outpatient program. The Elderly & Veterans program strives to keep the aging in the home. They also have a behavioral health with alcohol and prescription drug plans. There are Family Success Centers to help with rent, mortgages and utilities to help prevent homelessness. They partner with the Urban League and other private nonprofit organizations such as children and family services and mental health cases. The county budget is challenging but has not resulted in any cuts in veteran services. Pres. Kling advised that the Council will return to pursue the open issues still on record for the veterans regarding the deployed OEF/OIF vets.
Sherrill Valdez, the SWS at the BCVA Clinic, spoke on Work Force One and the job employment involves mostly vets over 50yrs. Food is a problem and helping to keep them stable. OEF/OIF vets returning to parents home. She advised that since the move west, clients have increased. Partnering with agencies and mentors and education is a key. There is a need for bus transportation for Social Services. Loretta Young made a motion for a donation of $100 for transportation for the vets. Henry Messana made a second on the motion and the motion passed. Josie Anton brought up the question of what help there is for women veterans. They will have a women's clinic/group for community services.
Kellie-Ann from the Urban League advised their agency can assist with housing. Jim Ellard from VVA23 advised that the Seminole Tribe dedicated their veterans' day meeting to Women Veterans.
Johnny Brown from the STEP Program spoke on the 250 bed facility in Fort Lauderdale located at 611 NW 9Ave. near the Long Shore man Hall. They have the land and now need the VA approval. They will have transitional housing; recreational facilities and they are a general contractor and will do the work. The project should take approximately 16 months.
Ed Gray from Senior Volunteers spoke on the Tele assurance program explaining mentoring over the phone on a one on one basis. They are still in need of mentors and mentees. Orientations and training is ongoing. Dr. Greenberg suggested having younger mentors trained as well.
Mort Gelberd from the Renaissance is seeking input to provide assistance for elderly veterans in the facility in Deerfield . He is making the community aware of their services for the veterans in crisis.
Rebecca Baer, aide to Cong. Ron Klein, spoke on the Veterans History Project with interviews for the Library of Congress and the good turnout of veterans. She also spoke on the WPBVA Hospital drive for families for the Fisher House and request for DVD 's, toys, games, etc. as well as cash. Josie Anton made a motion to donate $100 to the Fisher House project. Jim Ellard made a second on the motion and the motion passed.
Owen Walker Broward County team leader Elderly & Veterans Services advised of a onetime $500 stipend for increase on disability but no social security increase this year. They now have a county service officer at the Clinic. He advised that the staff cuts were stopped in Miami.
Dr. Greenberg spoke on the HUD vouchers and also the Clinic will have 2 full time CAT scan techs by the end of the month. Also added is the PTSD expansion and ultra sound along with cardio on Dec. 7 th . Also added a fulltime HIV provider and transportation provided east/west with a park and ride hourly service. Mammograms will be done on a same day basis. Still on request is a much needed crosswalk at the bus stop in the middle of the street. H1N1 is still not available.
Willowstine Lawson, aide to Sen. Bill Nelson, gave thanks on the Health Care Reform Bill and gave out updates on issues of interest: 2010 National Defense Authorization Act; tactical aircraft at Tyndall AFB; funding E2D Advanced Hawkeye Program.

Minutes of the previous meeting in June taken by Adrian Reesey was postponed until the next meeting.
Our first guest was Judy Smith from “ America 's Moms for Soldiers”. It is a non-profit organization that collects needed supplies, package and mail care packages to soldiers and marines each month in Iraq and Afghanistan . Needed items: blankets, socks & hygiene items.
Their website is: www.americasmomsforsoldiers.com . A motion to donate $100 to the org. was made by Loretta Young. Bill Kling gave a second on the motion and the motion passed.
Next, Adrian Reesey presented a Certificate of Appreciation to the BCVC for their contribution and support to the “Operation Sunshine Hugs” Troop project on behalf of the Sheriff's Dept. and thanked the JWV & DAV for their assistance in the mailing event that was held in Dec.
Following was Lorisa Lewis of the South Florida Veterans Multi-purpose Center in Davie . She commented that there is now the highest number of suicides for family members of deployed. The facility handles free Post Traumatic stress Disorder Clinic conducted by licensed mental health experts including equine assisted therapy and Reiki. The program is for veterans and family members using an alternative environment in a restored house with a corral and at least 2 horses. They offer weekend retreats, peer counseling and family group conferencing. Loretta Young made a motion to donate $200 to the center. The motion was properly seconded and the motion passed.
We then heard from Mark LaFontaine, president of AVER (American Veterans for Equal Rights). They will hold the National Convention in Fort Lauderdale from Oct 14-18. There will be a full day workshop covering PTSD education, Unit funding and development, legislative matters with elected officials, Veteran service officer development and Public Relations on Fri. Oct. 16 th . A fee of $10 will include lunch. On Sat. Oct. 17 will be a gala dinner held at Am. Legion Post 222. Bill Kling made a motion for the BCVC to place a ½ page ad. in the program book. A proper second was made and the motion passed.
Pres. Kling then introduced Theresa Briar, aide to Cong. Robert Wexler who gave out the Capitol Update flier for Sep. discussing HR3200, America 's Affordable Health Choices Act and also shared a letter written for the 911 Day of Remembrance Program for Memorial Park.
Laurie Watkins, aide to Cong. Ron Klein also advised that he was the keynote speaker for the 911 Program. Pres. Kling also gave a report on the success of the event.
Andy Torres was introduced and brought greetings from Cong. Alcee Hastings' office.
Marti Engle and Ed Gray from Senior Volunteers of Broward spoke on the Veterans Mentoring Veterans program. They are recruiting older veterans to mentor the younger OEF/OIF veterans. They will be recruiting 10 senior veterans to mentor 20-25 mentees for the start. They will have orientations followed by training by Dr. Phil Davis of the Stone of Hope Project. Marti Engle explained the benefit of PWVA (Professional Women Veterans' Assoc.) to assist in the project for the female veterans. Loretta Young, V/P of PWVA advised that there were already 6 female mentors committed to the program.
Owen Walker, team leader for the Broward County VSO, explained the veterans' court initiative within the Broward County court system. Regarding the issues from last session, they are still pending. Budgeting problems continue to cause delays.
Phil Davis from the Stone of Hope Project next spoke on the BRAIVE fund which is a grant that was given by an anonymous donor to assist OEF/OIF veterans and family members with emergency funds that could be executed with 48 to 72 hours.
Dr. Phillip Greenberg, BCVAOPC, gave added info on the veterans in the court system to include the BC Veterans' Clinic. He explained that the clinic is now in the second phase after the CO was issued. There are bids out for the cafeteria to be constructed in the clinic. There is also a need for more signage inside and outside. Starting in Nov. there will be PTSD and substance abuse clinic, post deployment and a standalone cardio within one month. Same day mammogram, OB/GYN, two Women Health Clinics, two CAT scans and ultrasound is also being implanted as well as a full time Nurse practitioner. Also explained was the parking lot overflow for the upper parking level. They are still working on the traffic lights and bus stop issues. Dr. Greenberg advised that there would be flu shots available next week. He also advised that the Viet Nam moving wall will have a permanent place at the clinic and have a dedication on Veterans' Day 2011.
Pres. Kling thanked VVA 23 for the donation of the flagpole for the Veterans Cemetery in Lake Worth . We then discussed the National Legislation for the Health Care.
Pres. Kling had a letter read from the Broward County JROTC Program Curriculum Director, Jim Armstrong, thanking everyone for the donation of the summer leadership tents.
We also discussed the Homeless Shelter Domiciliary a 250 bed facility with VA support located at Sistrunk and NW5th Ave.

Minutes of the 2 previous meetings was given by secretary, Loretta Young. Motion to accept was made by Dave Milan and a 2 nd on the motion was made by Debra Stern with correction of 8 service officers given by Owen Walker. The motion passed.

Pres. Kling introduced, Lawrence Militello, the director of the Nursing Home who gave an overview of the facility. They have 120 beds, do not touch the veteran's personal assets when admitted, will soon be having all carpeting replaced, waiting time for admittance varies, have a mental health technician on duty and did well on the Agency for Health Care Survey. Discussion and questions followed.
Pres. Kling then thanked all congressional representatives on the help given with the VA Clinic moving forward to completion. They are waiting only for the final Certificate of Occupancy which should be shortly.
Pres. Kling next introduced, Gerald Peterkin who spoke on the Coalition for the Homeless Stand Down scheduled for Sat. Jun. 27 th from 9:00 am to 3:00 pm at the Central Broward Regional Park Shelter #8 located at 3700 NW 11 th Pl. in Lauderhill . They are an effective way to assist the homeless veterans to reconnect back to society and lead a more productive life. A motion to donate $250 to the program was made by Debra Stern and a second on the motion was made by Adrian Reesey. The motion passed.
Pres. Kling spoke on the AVER Convention scheduled for Oct. 14-18. He will put more information in the next newsletter. A motion for sponsorship of $100 was made by Debra Stern. A second on the motion was made by Adriane Reesey. The motion passed.
Next, Vivian Piereschi, aide to Cong. Debbie Wasserman-Schultz spoke on the Small Business workshop to be held on May 23 rd from 8:00 am to 3:00 pm , highlighting SBA packages, alternative financing, IRS , Workforce One and other issues. The congresswoman will tour the Broward VA Clinic on May 26 th at 9:30 am to 10:30 am.
Owen Walker, the Veteran Service Officer Team leader spoke on the Elderly & Veterans Service Home loan Guarantee for save the homes, VHA loans, incarcerated veterans loosing homes, the impact on the family and other issues.
Laurie Watkins, aide to Cong. Ron Klein spoke on meetings with veterans groups and their availability to assist veterans with passport issues, etc. They rotate visits between Broward and Palm Beach Counties.
Pres. Kling spoke on the national and state legislative Dept. of VA issues: new GI Bill, Post 911 to include active duty Guard and Reserves. Also covered was the POW/MIA flagpole. Joey White has obtained a temporary flagpole from the Vet Center that will be donated until the permanent pole is in place.
Adriane Reesey thanked everyone assisting with the Troop Project mailing which amounted to $3,000 including 250 flat rate boxes and 25 large boxes and coordinated by the American Moms for Soldiers Project.
Pres. Kling next discussed the voting for soldiers overseas and the Right to Vote. We need to have all veteran groups on board. He also advised of the next session in Tallahassee covering 5 major legislative issues however, only one veteran bill passed which was the disabled veteran housing.

Pres. Kling advised that there were 5 State Legislative issues to review. He advised that the state legislative is hampered by budget cuts. The Council will make sure these cuts do not hurt the veterans. We then discussed the POW/MIA flag pole request which should cost from $1,500-2,000.
We were introduced to Willowstine Lawson, aide to Sen. Bill Nelson. She will follow up to see if there is any help from their office. They have an office in Davie and are available to help veterans with problems and have a case worker available. Joey White from VVA23 will also follow up for the Council to have all the organizations assist with donations.
We then discussed the Patriot Pass for transportation. Chris Walton stated that there is not enough money in the County budget. Henry Messana proposed a 1 cent tax would help raise money. Owen Walker, Broward County Veterans' Service Officer, advised that there have been impact surveys and comparison data that have been completed by the Elderly & Veterans Service Office. He also advised they are fully staffed with 9 service officers.
Theresa Briar from Cong. Robert Wexler's office spoke and advised that they had a town hall meeting in Palm Beach for foreclosures problems and also passed out his monthly update flyer.
We then heard from Laurie Watkins from Ron Klein's office who spoke on the attendance of the Veterans Advisory Board at the MIAVA and his trip to Washington and their assistance for Academy appointees and their offer to assist with any issues.
Vivian Piereschi from Cong. Debbie Wasserman-Schultz's office spoke on the town hall meeting and also advised there is going to be a small businessmen's workshop at the Convention Hall on May 23 rd and she will tour the Clinic.
Next Pres Kling called on Fred Cohen, the developer for the new clinic. They are still waiting for the CO. After site inspections they will go forward with other issues still in the planning such as the cafeteria, etc.
Pres. Kling advised the prior issue of 3 rd party billing did not go through. Mandatory/Assured Funding has not gone anywhere. We then discussed the problems with the colonospys. Owen Walker advised that if anyone is tested positive, they should file a level 51.
We were introduced to Shawn Roberts from ASG who discussed education on aide and attendance, pension and other issues involving veterans. They assist you with the paperwork and other issues.
Next introduced was Mort Gilbert from the Renaissance Nursing Home who gave an overview of the 130 bed facility in Deerfield Beach working with veterans in crisis. Questions and discussion followed.
New Business:
Further discussion on participation in the POW/MIA flagpole and it will be in the next newsletter. Pres. Kling also discussed the visit with the Veterans' Support Organization and the $1,000 donation to the Council.

The meeting was brought to order by President, Bill Kling at 0930 at the Broward County Veterans Clinic in Sunrise.

We then heard from Larry Militello, the new administrator for the Sandy Nenininger Nursing Home with updates. They have a number of new staff personnel and are providing in house nursing care. They had a MIAVA survey that went very well. They are still looking for volunteers to assist with bingo, trips outside of the home such as to the casino, etc. Presently they have 4 to 5 openings and have 8 female residents. He then explained Medicare and Medicaid limitations. Minimum requirements would be a 1 year Florida resident and an honorable discharge from the military. Pres. Kling inquired as to any additional beds to be added to the facility and Mr. Militello will get back to the council at the next meeting which should be at the Sandy Nenininger Vet Nursing Home.
We were then introduced to Murray Fischer from Pre-Paid Legal who gave us a short talk on the need for all veterans and others to have a will and a need for protection against identity theft. The latter a growing problem with stolen identity of social security numbers, driver license, credit cards, and other items that could cause a serious financial burden to the victim. Memberships and questions can be directed to Mr. Fischer or secretary, Loretta Young.
Pres. Kling then called on Theresa Briar from Cong. Robert Wexlers' office for a report. His newsletter was passed out discussing the Income Stimulus package that will put federal dollars to work in Florida . The newsletter can be found online at: www.wexler.house.gov . She also spoke on HR1211 Womens' Health.
They will have a workshop next month on the stimulus and home foreclosures.
Pres. Kling then called on Owen Walker, Broward County Service Officer, who discussed the transportation issue and the Patriot Pass. Discussion followed on cost of program and tax implements to provide the service.
Pres. Kling called on Jim Ellard from VVA23 who spoke on three items: 1. the stimulus package from last year; 2. Veteran's Secretary, Shineski, dealing with compensation for 100% vets with missing limbs; 3. Combat veterans requested to have their private health insurers billed for their injuries. We will follow up on this ASAP!
Pres. Kling then read a letter regarding the request for the POW/MIA flagpole for the Veterans Cemetery in Boyton Beach which will be put in the next newsletter.
Pres. Kling called on Ray Stepanowski from the Veterans Clinic for an update. He advised that they are getting another vendor for the mobile food van.
Other services are forthcoming, CAT , MRI and mammogram equipment in the near future.
Next Joe Colon from the Merchant Marines spoke on the pending bill regarding the $1,000 payment due to vets because they were not included in the GI Bill.
Pres. Kling next spoke on the Veterans Support Org. and commented on the site visit and outcome. He will invite Richard Van Houten to come to the next meeting.
We then had a discussion on Priority 8 Vets, 1 st Amendment Rights, enlisted Active Duty, Reserves and Guard and their voting rights and other issues.
Pres. Kling asked for a motion for $100 donation for POW/MIA flagpole and a second on the motion was made by Ken Morris. Motion passed.

Jim Ellard from VVA 23 spoke on the VA Veterans Health Care Act (SR423). Discussion followed regarding Assured Funding which has not gotten to the floor for a vote which is supported by all the major veteran organizations. June 09 is the target date for Priority 8 Veterans increase the means test 10%.
Pres. Kling then discussed the Veterans' Support Organization and advised that he would be making a site visit after the meeting.
Pres. Kling then discussed the Patriot Pass for free transit that needs to be brought before the County Commissioners , however, we are still waiting for the previous issues to be implemented since May 08. Owen Walker gave an update on these issues that are still under review.
Pres. Kling discussed Sen. Akai on the Emergency Fairness Act 2009. The FDVA to reimburse veterans enrolled in outside insurance that only covers part of the cost.
Theresa Briar from Cong. Robert Wexler's office passed out his newsletter and spoke on the stimulus package. She advised that their office could assist veterans with difficult issues they encounter. Pres. Kling asked her to follow up on the issue of double veteran disability amounts.
We then got an update on the VA Outpatient Clinic from the CNO , Susan Managery. She advised that they are in full compliance and that there will be a PTSD and mental health section fully manned.
We then had a discussion on the problem of the homeless veterans totaling 154,000 nationwide.
New Business:
Joey White from VVA23 advised that they have an available Honor Guard. They are requesting a POW/MIA flag pole for the Veterans' Cemetery in West Palm Beach . The Council will follow up and get a letter out to the Veteran Organizations.
Loretta Young made a motion for a donation of $50 for the web master. Dave Millan made a second on the motion and the motion passed.
Pres. Kling advised there would be a board meeting in Mar.

The meeting was brought to order by President, Bill Kling at 0930 at the Broward County Veterans Clinic in Sunrise .
The Pledge of Allegiance was given in unison, followed by a prayer given by Loretta Young. Self-introductions followed. There were 22 members and guests in attendance.
Minutes of the previous meeting were read by secretary, Loretta Young. Joe Motes made a motion to accept the minutes and a second was made on the motion by Henry Messana and the motion passed.
Pres. Kling gave the Treasurer's report advising that the Council had received some donations and will be doing something in the area of giving in the near future.
Pres. Kling then introduced Vivian Pereschi from Cong. Debbie Wasserman Schultz's office. She commented that the Congresswoman along with Cong. Ron Klein and Cong. Kendrick Meek had a local swearing in at the Federal Building and would have a Town Hall meeting in Miami Beach on Sat. Pres. Kling inquired on the new stimulus package a onetime deal of $300 for veterans and senior citizens would be combined, she will update on the next meeting.
Pres. Kling next called on Owen Walker, the Broward County Veterans Service Officer team leader. He is taking the Council's proposals on a one on one to the County Commissioners . He has a staff of 8 services officers including 2 new officers, one in Pompano and one in the new Veterans' Clinic. Revenue of over 1M$ has been brought in to Broward County in 3 months. We had a personal story given by a 100% S/C veteran of Bosnia and complaints on transportation issues with the VA.
Pres. Kling next called on Jim Ellard, a member of the Vietnam Veterans' Chapter 23. He commented on veterans not being prepared for death regarding their wills, personal papers, insurance, etc. leaving these for surviving family members to deal with.
Pres. Kling next called on Theresa Briar, aide to Cong. Robert Wexler regarding status of Priority 8 veterans' status and increase in enrollment now in the Senate. He is very involved in veteran issues and is now touring the Middle East .
Members had questions regarding HR4107for women veterans and Don't Ask/Don't Tell policy. She will get back to the council on these items.
Pres. Kling then called on Justin Wells from the Veterans' Support Organization to explain their program and policy of giving. He commented that they are now opening a 200 bed facility in Hollywood for homeless veterans. They have a place to stay, help with necessities, assist with jobs and employment, etc. Discussion followed regarding the duplication of service organizations and division of funding.
Joe Motes asked to have assistance with funding the half/half for the coffee at the clinic for $1,000 to cover one year and he will monitor the expenditures. Jim Ellard made a motion to donate $100 from the council for this project and Henry Messana made a second on the motion. The motion passed.
We next heard comments from Susan Managery, the Chief Nurse, at the clinic with updates. The permanent C/O will be complete by Feb. 5 th . Bus shelters are installed, sidewalks complete, trees moved, handicapped parking covered, audiology complete, fencing around A/C units still in progress but all should be completed by the due date. The MRI is one year out and the cafeteria will be completed after the C/O.
Pres. Kling called next on Laurie Watkins from Cong. Ron Kline's office who spoke also on the swearing in ceremony and Gladys Baez Perez from Sheryl Valdes's Social Service division at the clinic who spoke on the travel problems and the Patriot bus pass similar to Miami which is not available in Broward. A suggestion was made that the Council request assistance from the County Commissioners on this item.

The meeting was brought to order by President, Bill Kling at 0942 at the Broward County Veterans Clinic in Sunrise.
The Pledge of Allegiance was given in unison, lead by Ralph Shear, followed by a prayer given by Loretta Young. Self-introductions followed. There were 21 members and guests in attendance.
Minutes of the previous meeting were read by secretary, Loretta Young. Joe Motes made a motion to accept the minutes and a second was made on the motion with the correction of Elderly and Veterans' Services Advisory Board and the motion passed.
Pres. Kling then introduced Theresa Briar, aide to Cong. Robert Wexler. His update flyer was passed out. She advised that the congressman is working close with the new administration and with the foreign relations board. He will have town hall meetings at Kings Point and Wynmoor. They are working closely with the OEF/OIF veterans, GI Bill, Universities and other issues.
Pres. Kling then gave the treasurer's report. He advised that Joe Colon was working on the $1,000 bonus for the merchant marines.
We then discussed the Oct. 13 th meeting with the County Commissioners . Owen Walker advised that he is following up on the veteran family bonus and cities with the parking meter exemptions for designated veterans. They are working closely with returning veterans and veterans with special needs. He has two individuals in the training of service officers and will have one at the new Broward County VA Clinic. We then had a discussion on tri care and other veteran health care benefits.
Next Pres. Kling announced that there would be planning meeting for the upcoming 2009 year with the Board.
Following, Jim Ellard discussed the lawsuit filed by VVA regarding not enough claims examiners. They will be meeting with Cong. Wexler and Cong. Klein after the first of the year. Issues will be DIC, 100% service connection if less than 10 years for a qualifying spouse and most of all Assured Funding. Also mentioned was standby on military aircraft for 100% disabled veterans, pension, aide and attendance and assisted living.
Pres. Kling announced that Vince Cacciatore was no longer at the Sandy Nininger Veterans' State Nursing Home. No information on his predecessor.
Next Pres. Kling requested any new email addresses to be added to the BCVC list. We discussed sending mailings to both the commanders and adjutants in a need to reach more members.
Pres. Kling discussed the Veterans' Support Org. that solicits funds on behalf of veterans, however, keep a 25% commission. They will be invited to attend the next council meeting. Discussion followed.
Next we had comments from Dr. Greenberg on the progress of the new clinic. He advised that the temporary certificate of occupancy was extended until Feb. 10 th . There will be a cafeteria and bids are out. Mammograms will begin by Feb.
There will be GYNO on Fridays, two full time women health care providers, and enhanced signage in the front of the building, all latrines with automatic doors, CAT scan and radiology in place. He also commented that enrollment must be boosted. There will be full PTSD and substance abuse center, outreach committees and they will be able to have public advertisement. The volunteers are now in place. There was further discussion on writing of prescriptions, labs in place, specimens now processed locally and VA guidelines on dental coverage.
Next Pres. Kling had the secretary read several letters of appreciation and thanks for donations.

The meeting was brought to order by President, Bill Kling at 0930 at the Broward County Veterans Clinic in Sunrise.

Pres. Bill Kling gave the finance report. He commented that the Council had donated $100 to the Fisher House. The Council received two letters of thanks, one for $100 donation for the renaming of the MIAVA and one for $100 for homeless vets.
We next had reports of the Veterans' Day programs. Henry Messana commented on the “Fallen Heros” program in Pompano. Also, there was a color guard and an excellent service at the Tradewinds Elementary School . David Millan and Clay Drexler spoke on their participation in Fort Lauderdale sharing pictures and followed by a barbecue. Clay also spoke about the program in Wilton Manors. Pres. Kling spoke on the program at the American Heritage School on Mon. advising that it was very well attended. Joe Motes added that he had remained after the ceremony to gave talks to the 4, 5, & 6 th grade classrooms.
Pres. Kling then introduced Jennifer Johnson, aide to Cong. Ron Klein and she advised they were planning the Veterans Advisory meeting. They are trying to get more events in Broward.
Theresa Briar from Cong. Robert Wexler's office gave thanks for our support.
Owen Walker, Broward County Service Officer spoke on our requests to the County regarding the property tax issues and comparison with other counties as well as the parking meter issues. He also advised that they are still interviewing for two positions and currently have six. They are losing one due to a budget cut.
Pres. Kling advised that the Elderly & Veterans Division was also closing due to budget cuts. The BCVC will now take over the work previously done by this office.
Pres. Kling next discussed the Mandatory/Assured Funding Bill that has still not gotten to the Congressional Floor for a vote. He advised that the last session of Congress voted for $4B budget and the DOD & VA are still at odds on the returning OEF/OIF vets. Discussion followed regarding all returning OEF/OIF vets to get a card with 1-800 numbers to get assistance with transition from military to civilian life.
Pres. Kling then discussed the dispute that is currently between Carotex the contractor and C'vest the developer for the new Broward County VA Clinic.
We also discussed using vouchers for meals for fasting patients such as used at the MIAVA. Also discussed were the automatic doors that have been left off the latrines, upper level parking, for employees, area incomplete, new gates that have been installed and will be locked during hours the clinic is not in use. We were given an update on the Tempary Certificate of Occupancy by Ray Stepnowski and the increase in new registrations approximately 10-20 per day. He advised that a new GYXO would arrive on Fri. and that they are still having a problem getting the Cardio department up and running. There were questions regarding the dispensing of medication coming from the private sector to the VA. Owen Walker inquired if the co payment would be increasing however there is no information at the present time.
Pres. Kling made a presentation to Ray Stepnowski of the flag donated to the Council that few over Kuawait to give it a place of honor and distinction at the Broward VA Clinic.
Next, Adriane Reesey spoke on the Coalition to end Homeless Summit to be held on Dec. 3 rd.
Brad Teachey from the Social Security Dept. spoke on retirement benefits, survivor's benefits and disability including SSI. He advised there is a new regulation that allows vets to expedite the process from 4-6 months to 30 days. Discussion followed. Pres. Kling commented on the increase for the travel reimbursement from .28.5 to .41.
Next Joe Motes advised that he was checking on getting the POW/MIA flags all the way to Jacksonville.
We reviewed the change from the FCVA, Florida Commission on Veteran Affairs, to FVC taking the place of two organizations. Any inquiries should be directed to Bill Kling to submit.

The meeting was brought to order by President, Bill Kling at 0930 at the new Broward County Veterans Clinic in Sunrise.

Pres. Bill Kling gave the finance report. He commented that the luncheon had a profit of $800-1,000.
Introduced next was the director of the Sandy Nininger State Veterans' Nursing Home in Pembroke Pines , Vincent Cacciatore who advised that ground was broken in St. John County for a new nursing home set to open in 2010. He advised it will be a state of the art, energy efficient building of 6 components with 6 rooms each encompassing 75,000-80,000 sq. ft. at a cost of $30M. He advised that the Pembroke Pines Home is operating currently at full capacity of 120 residents, have not had State cuts, maintain a full staff and have a monthly memorial service to assist residents with the grieving process. Discussion followed.
Next Vivian Piereschi, aide to Congresswomen, Debbie Wasserman-Schultz, was busy with the campaign but also working on “Protect our Children Act” within the Dept. of Justice to go after the internet attack on our children and will have two events at middle schools next week. Bill Kling asked for follow up on the bill in congress to assist our veterans in nursing homes and other facilities. Vince Cacciatore added that they will have voting machines installed the next day.
Pres. Kling advised that Mike Carson is in Heartlands of Lauderhill at 2915 NW 55 th Ave. He also commented that the POW/MIA signs have been posted in Broward County and gave thanks to both Roy Schofield and Joe Motes for their help.
Pres. Kling then spoke on the State Veterans Planning Group now the Florida Veterans Council, who meets monthly discussing state legislation.
Pres. Kling covered a number of issues from the meeting: (1) FDVA Budget and the new nursing home in St. John County; (2) Campus Vet Rep Program covering the new GI Bill increase in educational entitlements; (3) Exempt certain VA & DOD forms from Public Records; (4) Veterans preference to increase the cap from $10,000 to $25,00 on legal representation fees; (5) Exemption on Permit fees for disabled veterans for home upgrade and safety issues; (6) Cash Bonus for vets who entered active duty from Florida for OEF/OIF; (7) Legislation deleting Wartime Vet to work for the State prior to Jan. 1, 1987 to be eligible to purchase military time; plus 13 other issues listed in more detail on the FVCL Priorities sheet that was passed out to members.
Owen Walker, the Broward County Veterans' Service Officer Team leader spoke on the outcome of the recent visit to the County Commissioners meeting regarding the 3 issues and the support of the Council.
Pres. Kling then called on Dr. Phillip Greenberg, CMO for the Broward Medical Clinic who welcomed the Council to our new meeting place and spoke on the very successful grand opening of the clinic. He gave an update on the café that will soon be in place and commented that the Certificate of Occupancy should be completed prior to Veterans Day. The Coral Springs and Deerfield clinic are still in operation and that signage will soon be complete. They are also working on park and ride from the tri-rail, looking at expanded travel service from the east side to the clinic and other travel issues. They have expanded clinical services, cardio, CAT scan, veterans' benefits, voc rehabilitation, mental health services, full PTSD and others to come in the future including stand alone area for returning veterans with internet service. They have been given the approval to advertise and have commercials which will help in added enrollment vital to the growth of the VA system. All veterans are urged to enroll even if you have your own private insurance. The VA will bill the private insurance company a benefit to the VA.
Owen Walker advised that the County Service Officer will have an office for claims assistance.
Pres. Kling introduced David Harding from Army One Source State of Florida a veteran support group to work with a web based program to assist veterans with employment, money matters and other issues.
We were next introduced to Joe Giambrone, National Director for the Navy League. He also is the organizer for fleet tours representative for the Fisher House scheduled to open in Miami in 2009. He spoke on a fundraiser luncheon to be held on the Princess Cruise Ship to assist in this effort. Loretta Young made a motion for the BCVC to donate $100 to support this fundraiser and Joe Motes made a second on the motion and the motion passed. Discussion followed.
Pres. Kling then advised that dues are due again, $20 per individual or organization. He then spoke on the previous outcome of the luncheon on Oct. 5 th .
There was much participation from the various organizations and groups.
Pres. Kling advised that we had the largest funding in 77 years but still do not have the Mandatory/Assured Funding Bill get to the floor for a vote.
Pres. Kling then announced the Veterans Symposium meeting that was immediately following the close of our meeting.

President Bill Kling advised that he will make a trip to the new clinic to check on the progress. We had a discussion on several issues with the new clinic. Ex. no canteen, only a room with vending machines. He will try to get this changed and report back to the council. Also discussed was our new meeting facility and the veteran's participation with color guards. We will have the district commanders of each organization coordinate their posts and units for the grand opening on Dec. 13th.
Pres. Kling next advised that the POW/MIA signs are in place but we did not have a dedication but will have one in the near future. One sign is on the south side of the county in the area of Gulfstream on US1 at Hallendale Blvd. on the center meridian.
We next discussed the BCVC Luncheon for Oct. 5 th and the requirement to get the checks in for table setups and ad solicitations.
Pres. Kling then introduced Sue Page who introduced SGT Christopher King who made a flag presentation to the Council which flew over the US Army Area Support Group compound in Kuwait.
Jim Ellard from VVA23 then urged all members to contact their legislative officials regarding the passing of the Assured/Mandatory Funding Bill. We were given a form letter for signatures for letters and emails to go to congress. So far 125 members have signed on to HR2514. One great support is Cong. Ron Klein.
Pres. Kling read a letter regarding the dedication of the Dept. of Veterans Affairs Medical Center in Miami to be named the Bruce W. Carter Dept. of Veterans Affairs Medical Center after the Congressional Medal of Honor recipient of the Viet Nam conflict killed in action. Jim Ellard made a motion to donate $100 for the plaque which will be at a cost of $15,000. Joe Motes gave a second on the motion. The motion passed.
Members of VVA23 announced there will be a barbecue fund raiser on Oct 19 th at VFW1966. All are welcome.
Theresa Briar from Cong. Robert Wexler's office advised that he will have a town hall meeting in Margate on Oct. 27th.
Pres. Kling then discussed the upcoming County Commission meeting on Oct 7th and the need for council representation.
Owen Walker spoke on behalf of the County Service officers and the need to have an Elderly & Veterans service office in the new clinic. He announced that they have 8 open offices currently and two open slots. Discussion followed.
Pres. Kling then discussed the Veterans Support Group who is a 501c3 tax exempt organization but they are not all veterans but support veterans. They solicit funds and are in competition with our veteran organizations. Pres. Kling will bring up this issue with the State Veterans Planning Group in Tallahassee.

The meeting was brought to order by President, Bill Kling at 0930 at the new Holy Cross Outpatient Clinic.

Due to the impending storm several members called to advise they were not able to attend. Total attendance was 13 members.

Pres. Kling gave the Treasurer's report. He advised that a $100 had been given for the bus tokens for the homeless.
Pres. Kling then gave the State Veterans Committee Report. He advised that the POW/MIA signs have been installed on Federal Hwy. Jim Ellard of VVA commented that they look very good. It was announced that Sep. 19 th is POW/MIA day and there would be a press release and dedication. We then had a discussion on the proper use of a hand salute indoors/outdoors with and without a cap or in uniform. We then covered several different topics: (1) FDVA, VSO, etc. giving bad information on claims, (2) Oct. 15 th for the last of the stimulus pay
(3) reimbursement of VA travel pay, (4)case of Vasquez verses Peake which went to the Supreme Court, (5) WWII Museum in New Orleans, SN2652 & HR2925 which was sent to committee where it will most likely die, (6) Space Available travel for vets 30% disabled with military ID and 50% disabled vet to travel on military aircraft, (7) Resolution 134, DAV sponsored, to reduce 10year rule for dependancy of a spouse for a 100% service connect veteran, but it has not gotten anywhere, (*) Blue Water Navy Viet Nam veteran if you did not get on land you would be recognized as a Viet Nam Era Vet. These are issue we must get bact to our posts and chapters.
Jim Ellard passed out information regarding VGLI/SGLI and had some discussion. We then followed with a discussion on assured/mandatory funding and the need to get this bill to the floor.
Pres. Kling then gave thanks again to Joe Motes, the American Legion District Commander for the BCVC web site.
Pres. Kling then commented on the three items still before the County Commissioners that has not been acted upon; parking meters, grants for OEF/OIF veterans and a property tax discount.
Pres. Kling then discussed the upcoming fund-raiser for the Luncheon on Oct. 5 th .
Flyers will be distributed with information to mail checks for meals and ads.
We then had a conference call from Lloyd Malla, the developer, with his update on the new clinic. He advised there was just a slight delay due to the previous storm but thing were moving along with no delay in the expected opening date.
The grand opening is still set for Oct. 13 th for the new clinic. Details will be handled by Susan Ward in the Miami Public Relations office.

16 members and guests were present at the meeting. A roll call was taken. Congressman Wexler's office was represented by Teresa Brier.
Bill Kling gave the treasurers report and stated the BCVC is in good shape as of this date. No figures were given.
A copy of the new GI bill was given to Bill Kling for his information.
Vince Cacatori from the Sandy Ninninger Nursing Home was present and spoke of the State survey that was recently done at Sandy Ninninger. They had a total of 13 violations. He stated this was a very low figure on the average for all State Homes. All violations have since been cleared by correction. Ninninger is going back to in-house food service and CNA . All beds are filled at this time. A discussion ensued about State Nursing Home policies. ie, dependent spouses and their admittance. Also the amount of money or assets one may have to be admitted. The costs and assessments to income were also discussed.
President Bill Kling asked Jim Ellard to get the VA Travel Pay policies for next meeting.
The President spoke of State Priority Bills. They were as follows:
1. Legislation establishing preferences for businesses owned by Disabled Veterans bidding on State contracts. S.B. 108/H.B. 687 filed. Passed House and Senate and awaiting Governors signature.
2. Legislation protecting FDVA Trust Fund revenues by adding an additional $100,000 to the Grants and Donations Trust Fund for the sale of new stamped license plates bearing “Operation Enduring Freedom” and “Operation Iraqi Freedom.” S.B. 1606. Passed both House and Senate and awaiting Governors signature.
3. Legislation adding a voluntary contribution check box onto vehicle registration forms. Passed House and Senate. Awaiting Governors signature.
4. Sergeant First Class Paul B. Smith Act if enacted will establish a Direct Support Organization for the Florida Department of Veterans Affairs. The major veterans service organizations negotiated an amendment to the bill which will provide grants to the service organizations. H.B. 861/863 Passes House and Senate and is now awaiting the Governors signature.
President Bill Kling spoke of the elimination of the Florida Commission of Veterans Affairs.
President Kling spoke of the legislative gaming reports:
Bingo –No legislation effecting the bingo statute was offered during the 2008 legislative session.
Senior Arcades –There were four public hearings conducted (two by the House Committee on Business Regulations and two by the Senate Committee on Regulated Industries). There was also some adverse language pertaining to senior arcades contained in a proposed gaming regulatory by by Senator Jeremy Ring (SB 1126). The adverse language relating to the Senior Arcades were unanimously removed by the Senate Committee on Regulated Industries and then the remained of the bill died in committee. The public hearing process did not produce any further adverse legislation for senior arcades.
President Kling stated there had been no response from FDOT in reference to POW/MIA signs along A1A. The last he had heard they were waiting on parts before installation. President Kling had asked for the time they would be installed so we at BCVC could attend and notify the press.
President Kling stated that we may need a show of force at one of the upcoming Commissioners meeting, possibly October 7 or 14 th . A resolution is needed on the following items:
1. Parking meters and the free parking of certain eligible veterans.
2. Property Tax discounts to certain groups of eligible veterans.
3. Grants to families of active duty, reserve and National Guard troops.
President Kling asked for the presence of members organizations and their presence at the October 7 or 14 th Broward County Commission meeting.
Adriane Reesey spoke of the Christmas in July program. They have approximately 875 pounds of supplies for the troops to be shipped . She asked for help tomorrow at 1000 hours at the Oakland Park Post Office.
A discussion ensued.
Broward County Veterans Council is to send a letter to the Mardi Grau Casino requesting donations for the Christmas in July program or future fund raisers.
Doctor Greenberg called in and spoke to the members about the New Outpatient Clinic. It is set to open on time September 1, 2008 . He stated that the Oakland Park Outpatient Clinic handled 18,000 to 20,000 unique visits and 100,000 to 110,000 patient visits last reporting period. He further stated that Miami , Palm Beach and Oakland Park have not grown over the last reporting period. An outreach program is now in effect to locate new veterans for these facilities. He stated that the VA will be absorbing the Homestead , Hollywood , and Palm Beach clinics from the Sterling Group. They will no longer be subcontracted out of the VA system.
President Kling stated that Murray Goldstein had moved to Las Vegas and he gave out Murray 's address and phone number to the interested members.
President Kling thanked Joe Motes for his hard work on the Councils website.
OLD Business:
The President confirmed the date of the Councils Veterans Luncheon. It will be held on October 5, 2008 at 1200 hours at the Colony West Country Club. This year we will be honoring three people:
1. Robert DiStepfano - Attorney
2. Loretta Young - Our Secretary for all her hard work for the Council.
3. Mark LaFontaine - His work with the Air and Sea program.
President Kling stated our last Veterans luncheon was held approximately 6 years ago.
New Business:
Joey White (VVA) made a motion that the BCVC supply$100.00worth of bus token for homeless veterans. The check is to be made payable to Social Services at the Oakland Park Outpatient Clinic.
The motion was seconded by Joe Rosen. Motion carried.
A discussion ensued about Mardi Gra Casino and the Council asking for donations to veterans.
Mr. Floyd White from Broward County Veterans Affairs said they were moving their offices and down sizing. They were losing two people. He will keep us informed.
A discussion about Memorial Day and the different activities from the different organizations that were present.
A discussion about Shingle shots and some of the hassle getting the shots from the VA in Miami.

BROWARD COUNTY VETERAN COUNCIL MEETING FOR May 20, 2008
The meeting was brought to order by President, Bill Kling at 0930 at the new Holy Cross Outpatient Clinic.
Prior to the meeting there were several candidates for Broward County Sheriff, State Representatives and Supervisor of Elections.
The Pledge of Allegiance was given in unison followed by a prayer given by Loretta Young. Self-introductions followed.
There were 19 members and guests in attendance. The minutes were read by secretary, Loretta Young and a motion to accept the minutes was given by Adrian Reesey and a second was given on the motion by Henry Messana, the motion passed after a correction to show, voter registration.
Theresa Brier from Cong. Wexler's office advised that there will be a town hall meeting in Wynmoor on June 3 rd . Pres. Kling advised that Sen. Hillary Clinton would be at Sunrise Lakes Phase IV Clubhouse on Tues.
Pres. Kling then gave the Treasurer's Report and advised not much change and that there will be a fund raising luncheon in Oct. There will be several honoree.
Adm. Collins, Mark La Fontaine and Robert Destafano who does our mailings.
Next Pres Kling intoroduced, Theresa O'Connor, Dept. of Transportation who gave a short overview of the progress for the POW/MIA signs on Federal Hwy to include 2 at each end of the county with the 5 Service Logos. There will be periodic checks for any fading, etc. and they should be installed by next week. Next Laurie Watkins from Cong. Ron Klein's office passed out GSA handbooks with helpful numbers and also advised that he had just returned from Israel . Next Pres. Kling spoke on the issues still remaining with the County Commissioners and their response. He advised that we need the help of the State Representatives. We are the largest number of veterans and maybe need to have a show of force.
Pres. Kling then advised that the web site is doing well. We then had a discussion on the new clinic and were advised that FPL was bringing in lines for transformer and laying cable. Other topic discussed on the clinic were; a meeting today with MIAVA, construction materials, undocumented works and other issues. They are still looking at Sep. 1 st to turn over to the VA and Nov. 11 th for a dedication day. Ray Stepnowski explained the Certificate of Occupancy that is coming due and the importance of getting it signed off. He also advised that there have been several changes in providers with individuals moving and retiring. We then discussed health eligibility requirements. We were advised that there is a bill in Congress to drop CAT 8 and the need for more veterans to register. We also discussed the issuance of medications from private doctors.
New Business:
Adriane Reesey from the Sheriff's Dept. explained the program, Christmas in July
for boxes to be sent to the troops. Boxes are to be shipped via UPS at a cost of $70 each to Iraq and Afghanistan . Adriane asked for a motion for the BCVC to act a fiduciary. Henry Messana gave a second on the motion and the motion passed.
Henry Messana advised that they are setting up a bus trip to Mardi Gras Casino for a fund raiser.
Pres. Kling then introduced Lloyd Malla who passed out the latest photos on the new clinic and gave us an update. He confirmed that they are expected to meet the deadline of Sep. 1 st . We had some discussion on the delays over the past 2 ½ years.

BROWARD COUNTY VETERAN COUNCIL MEETING FOR APRIL 15, 2008
The meeting was brought to order by President, Bill Kling at 1215 at the “Sandy” Nininger State Veterans' Nursing Home.
The Pledge of Allegiance was given in unison followed by a prayer given by Loretta Young. Self-introductions followed.
There were -- members and guests in attendance. The minutes were read by secretary, Loretta Young and a motion to accept the minutes was given by Dan Suffollata and a second was given on the motion by Dave Mullin, the motion passed.
Pres. Kling gave an update on the new clinic in Sunrise while waiting for a conference call from Lloyd Malla. He advised that due to heavy equipment in the area they would only allow 2 to do a walk through and there could be another group to go at a later date. Loretta Young gave a brief update as to the progress which is being completed by sections. The first phase (A) is complete with drywall and they are now moving on to the next phase (B). They are also progressing with the ramp structure for the parking area and had several work groups in other areas of the structure. Pres. Kling advised that Ray Stepinkowski stated that if the work is not completed by Sep. 1 st there would be an extension on the lease at the Oakland Park Clinic. MIAVA advised that the BCVC would be included in the dedication ceremonies at the grand opening.
Pres. Kling advised that he is waiting on the update on the POW/MIA signs and he does not have a confirmation that they have been posted. He next gave thanks to Joe Motes for the web site. Pres. Kling then spoke on the 3 proposals before the County Commissioners and advised that he has not gotten a response as yet. We discussed bringing the matter before the media and Vivian Perishci from Congresswoman Debbie Wasserman Schultz's office, advised that she will follow up with the County Commissioners . Pres. Kling advised that we need to show force and rally as a group and has given them another 2 weeks.
Pres. Kling next introduced Vince Caccitorie, the Administrator of the Nursing Home and he offered a tour of the facility after the meeting. There were several questions regarding the qualifications of entry to the facility and other matters and a discussion followed.
Pres. Kling then announced that the State Veterans Planning Group will be meeting and will have discussions regarding veterans in Florida . Some issues would be: Legislation establishing veterans preference; License plates of OEF/OIF and FDVA asking for additional funds to go to the State Veterans' Nursing Homes; POW/MIA flag displays on public buildings and various issues.
Pres. Kling then discussed that BCVC is non-partisan and individually we are bound by our national organizations. It is important for us to individually vote for candidates who support the veterans' issues. Candidates are welcome to attend our meetings and present their views on the veterans issues and we will track their voting record. Pres. Kling asked for a committee to coordinate this task and members will be: Jim Ellard (chair), Marc Hansen and Dan Suffollata. A disclaimer will be made that these views do not represent the views of our national organizations.
Next, Jim Ellard commented on the VVA National report:(1) 5.5B short fall for the VA budget and urged everyone to send emails and letters to our representatives to get HR2514 to the floor for a vote, (2) increase the GI Bill benefits from the $30,000, (3) the local funeral held for the Viet Nam Veteran murdered in Pompano and that members would be attending the hearing of the perpetrator.
New Business:
We then had comments on the DAV Memorial in Washington and the need of 16M for completion. Vivian Perschi spoke on the workshop that will be on Foreclosures on May 28 th . Marc Hansen advised that residents at the nursing homes are not able to go out for the polls and they are not able to have someone come in for voting. Pres. Kling asked for a motion to investigate why the Dept. of
VA will not allow elections to take place in the Nursing Homes and hospitals. Jim Ellard made a second on the motion and the motion passed. A suggestion was to give out absentee ballots.
We were then introduced to Oscar Correale, the recreational therapist, who thanked the BCVC for all they do for the veterans.

BROWARD COUNTY VETERAN COUNCIL MEETING FOR MARCH 18, 2008
Prior to the beginning of the meeting there were several campaign announcements and presentations for various Broward positions.
The meeting was brought to order by President, Bill Kling at 0930 at the New Holy Cross Medical Center.

There were 16 members and guests in attendance. The minutes were read by secretary, Loretta Young and a motion to accept the minutes was given by Henry Messana and a second was given on the motion by Adriane Ressey, the motion passed.
Pres. Kling then gave the treasurers report and there was not much change from the previous month.
Pres. Kling called on Owen Walker, the Broward County Scvs Off., for a report. He advised no information on the Champus followup as yet. Also, explained that the veterans can get the same services free rather than going to attorneys, etc. for fee services. They have processed many claims and most do not need attorneys. He also explained the handling of disabled vets and disabled spouses. There is a Elderly and Veterans Scvs. that handle these individuals. Adriane Reesey from the BSO office explained the Economic Crimes Unit that offer assistance: 954-321-4200. Theresa Brier from Cong. Robert Wexler's office gave out flyers regarding the tax rebates and advised of an informative workshop to be held at the Wynmoor Club House Ballroom on Wed. Mar. 26 th . Pres. Kling advised on the Veterans State Planning Group to investigate the Veteran Support Org. who are a 501c3 organization but not all monies go to the vets. He will continue to follow up on them and perhaps get Ch. 7 involved. He then advised that the county is still working on the items that concern our veterans and that he will give them a couple of more months. He will set another date with the county commissioners for a future hearing. Also Pres. Kling advised that the POW/MIA signs are still in the working. Pres. Kling congratulated Joe Motes on his web site. Marc Hansen from AVER commented on the upcoming National Convention that is to be held in Ft. Lauderdale in April 09. Laurie Watkins from Cong. Ron Klein's office commented on the second meeting of the Veterans Advisory Roundtable to be held on Mar. 25 th at the VA Clinic in Oakland Pk. Jim Ellard advised that VVA was in Washington on Mar. 6 and discussed HR2514, secondary conditions and smoke related issues as well as presumptive conditions regarding service connection. We then had a discussion on the new clinic in Sunrise and the construction cost which has grown from $14M to $35/$40M currently. Pres. Kling advised that there would be a walk through prior to the next meeting. After more discussion we received a conference call from Lloyd Malla, the developer of the new clinic. He advised that over the past 30 days production has increased and that the framing is nearly complete for the base building and the parking level
He also advised that there would be a meeting with the VA next week and they would start to sign off in stages as each section is completed. There were several questions from members regarding the efficiency conditions of the building if it would be green building construction and quality of the concrete to be used.
Pres. Kling then advised that the luncheon fund-raiser would be postponed until Oct. and would still be held at the Colony West who is still holding our deposit.
Committee members would be Murray Goldstein, Marc Hansen and Jim Ellard.
The date will be advised at a later time. We next had comments from Dr. Phillip Greenberg and Ray Stepanowski of the VA Oakland Park Clinic. They advised that it would be a seamless transition on the move from there to the new clinic and it is set for Labor Day weekend. All the permits are complete for the present and almost all of the equipment is new for the new facility so it is mostly an organizational move of the personnel. They do not anticipate any change orders to cause any delays however they have a year to create any internal construction changes, etc. There will be maps, bus route scheduling and other issues to consider such as shuttle service from MIAVA Hosp. and the satellite clinics. Deerfield Beach and Coral Springs Clinics will for the present time handle the east side of Broward County as the Oakland Park Clinic will close. The new clinic will have a full mental health section, social workers, life support care unit, MRI unit on an exterior platform and all other facilities of the current clinic. They have also requested to have offices for Veterans Benefits, DAV & FDVA as well as a Broward County Service Officer. They will partner with local hospitals for emergency care situations. They are also looking at expanding the hours and have an expanded vending machine location with breakfast and lunch Kiosks. They also explained that the MIAVA Health Care system has received high awards for veteran care but is suffering for lack of growth of new enrollments. He has offered to have personnel go out to the VSO meetings to give presentations and word of mouth is a key to get more vets enrolled in the system.

The meeting was brought to order by President, Bill Kling at 0935 at the New Holy Cross Medical Center.
The Pledge of Allegiance was given in unison followed by a prayer given by Loretta Young. Self-introductions followed.
There were 23 members and guests in attendance. The minutes were read by secretary, Loretta Young and a motion to accept the minutes was requested, with the corrections of Supervisor of Elections for the August election and BBQ for VVA is May 2 nd at 10A at VFW 1966. A second was given on the motion and the motion passed.
Pres. Kling then gave the treasurers report with not much change from the previous month.
We then had a conference call from Lloyd Mallah, the owner and developing company for the new Broward County clinic in Sunrise . He explained that they were at full construction and would be ready to turn over the project to the VA on Sept. 1 st . He explained also that the expansion is underway as well as the parking structure. The call was then opened to questions and comments which were made by several individuals. There were questions regarding the transfer of equipment, sign off on individual sections as completed, operational and construction date completions, grading and driveway access, availability to take pictures and other comments.
Committee Reports:
Vivian Piereschi from Cong. Debbie Wasserman-Schultz's office advised that she was in Washington and would have a town Hall Meeting in March. She has signed off on HB2514. Jim Ellard from VVA who has been following the Bill gave us an update on who has signed. The key now is to get it to the floor. Pres. Kling also gave more history on the Bill. We then were given information on SB661 sponsored by O'Reilly. We then had comments from Owen Walker, the Broward County Service Officer, regarding budget issues that will effect both elders and veterans. Since Amend. 1 has pass, there will be some cuts in jobs.
Pres. Kling advised that we still have items open regarding the veteran issues and concerns from the Broward County Council meeting with Ilene Lieberman who advised that it will be another month before we see results. Alexander Lewy from Cong. Kendrick Meek's office requested that we bring them issues on the cancer related problems.
Pres. Kling then advised us that it was Mike Carson's 82 nd birthday.
Next, Pres. Kling announced that Murray Goldstein had been given the Bronze Star and he was given a tribute by Am. Legion Post 170. Cmdr. Henry Messana of Post 170 gave us more details on his tribute.
We then heard from Vince Ccacciatore, the Administrator from the Sandy Nininger State Veterans' Nursing Home. He made comments on eligibility and conditions favorable to the residents, availability of beds, medicare/medicaid, waiting time, pharmacy and other issues. Pres. Kling proposed that we have our April meeting at the home and confirmation will be advised.
Henry Messana then congratulated Pres. Kling on sending the Resolution regarding the Senior Arcades that was read on the House floor.
Pres. Kling then went back to the issues presented to the Broward Council on Nov. 13 th that he was advised they could not push forward at this time but we should hear within the month. He will send a letter to Ilene Lieberman and asked that the council members call the commissions to help push these issues forward.
We will have a rally if necessary. Pres. Kling then discussed the POW/MIA signs.

Ron Malec from Keystone Halls gave a report on the homeless veteran problems and advised that they have space for 12 veterans. Owen Walker advised that they get people who need a shelter and would coordinate with them.
Jim Ellard advised that VVA 23 offers color guard and can be contacted at 305-898-8343. Pres. Kling advised he would try to get someone from MIAVA to come to the next meeting and also to have another walk through. Also a mileage increase to .28 for vets transportation discussed. Josie Anton read a petition.

BROWARD COUNTY VETERAN COUNCIL MEETING FOR JANUARY 17, 2008
The meeting was brought to order by President, Bill Kling at 0925 at the New Holy Cross Medical Center .

There were 26 members and guests in attendance. President Kling then introduced Owen Walker, the new Chief of the Broward County Service Officers.
We were then introduced to Nadezda Martinez of the Florida Human Relations Dept. who spoke for “Shak” Dhanji running for Broward County Sheriff. We next heard from Ralph Baer from Sen. Jeremy Ring's office who spoke on Senior Gaming. Discussion followed explaining a need for a bill to create a gaming commission for one single agency, Senior arcades that function by giving tickets for products, offer dinner, lunches and other benefits for seniors. We next had a few words from Mark La Fontaine who has a strong financial background and a veteran advocate running for the 92 nd District seat. Pres. Kling made mention also that Adriane Reesey is running for Broward County Superintendent of Elections. Theresa Brier from Cong. Robert Wexler's office gave out flyers for a Town Hall Meeting at Century Village for Jan. 25 th . Also mentioned was the availability of getting passports at the Coral Springs Mall.
The minutes were read then by secretary, Loretta Young and a motion to accept the minutes was requested, Josie Anton gave a second on the motion. Motion passed.
Pres. Kling then gave the treasurers report commenting that there was not much change.
We were then introduced to Wiley Thompson also running for the Broward County Sheriff's office who spoke to the members.
Pres. Kling then spoke on the new Clinic and the history of the delays in the progress and the increase in costs over the last six years. We were then introduced to Vince Cacciatore from the FDVA and the new Administrator at the “Sandy” Nininger State Veterans' Nursing Home in Pembroke Pines . He commented that they had 16 inspections and there were no problems with the care of residents. He explained the setup of the facility, process of residents and other issues. Discussion followed regarding a spouse to be able to reside in the Nursing Home. Pres. Kling then advised that he had a meeting with the DOT regarding the POW/MIA signs and was advised that it would take 2-3 months work.
Pres. Kling then spoke on the meeting on Nov. 13th at the Broward Commission meeting regarding the issues: 1. Proposed tax discount for OEF/OIF deployed members, 2. Proposed grant for $1,000 for deployed OEF/OIF members, 3. Parking meter exemptions for members of Medal of Honor, Purple Heart, League of Valor, former POW's and Pearl Harbor Survivors. If these issues continue to delay we will consider a rally of the troops. Pres. Kling then discussed the problem of incorrect billing and advised the Health Revenue Ctr. 866-793-4591 could be of assistance. Also discussed the American Legion who has a $500,000 grant to distribute to OEF/OIF veterans in $500 increments who are in need and at least 30% service connected disabled.
New Business:
Pres. Kling reported on the meeting of the JWV Resolution to support the Senior Arcades commenting they are a source of entertainment and the funds result in a positive financial need to the community. He made a motion for the council to support the resolution and Henry Messana gave a second on the motion. Motion passed.
Pres. Kling then made a motion that the BCVC urge the congressional members throughout the country for support of spouses to reside with the veteran residents at the Veterans' State Nursing Homes. Mark La Fontaine gave a second on the motion. Motion passed.
We were then introduced to Ron Malec from Keystone Halls, a transitional housing facility formerly run by Yettie Ruskin of My Family Place. It is a 501c3 organization for 9 years. He is a retired CPA and a former Naval Officer. They are getting approval for housing Homeless Veterans and a grant for 12 veterans to stay up to 2 years for room and board. Discussion followed.
Laurie Watkins from Cong. Ron Kline's office commented that he was in Washing working on veteran bills and issues. She also commented on the problem of issuing passports and the delays. Next, Theresa Brier, from Cong. Robert Wexler's office spoke on the hearings for the impeachment of Vice Pres. Chaney and the need to make it a matter of record.
Pres. Kling commented on the importance of HR2514, Assured Funding, and the need to get it to the floor. He then read a 2 page flyer on important congressional issues.
Pres. Kling then made a motion to appoint Loretta Young as the permanent Secretary. Josie made a second on the motion. The motion passed. Also a motion to appoint 2 more members to the Board of Directors, Jim Ellard to represent VVA and Mark La Fontaine to represent AVER. Loretta Young gave a second on the motion. The motion passed.

Joe Motes spoke on the 4 Chaplins service on Feb. 3 at the Coast Guard Station and Feb. 10 at First Baptist Church . Jim Ellard advised that VVA23 had adopted the 124 th Unit and the Transportation Unit in Ft. Lauderdale and they will have a barbecue for the troops that are deploying on Mar. 1 st and asked for donations. Loretta Young made a motion for BCVC to donate $100 to the event. Joe Motes made a second on the motion. The motion passed.
Pres. Kling then discussed a group called Veterans' Support Org. who are a 501c3 organization soliciting in BDU's but keep 25% for themselves and their legitimacy. Discussion followed.
Pres. Kling advised that there will be another walk through the new clinic in Feb. or Mar. and he will advise of the date.
Loretta Young advised that the Broward County JROTC Drill Meet will be held at South Plantation H.S. on Feb. 2 nd and all are welcome to attend.

BROWARD COUNTY VETERAN COUNCIL MEETING FOR NOVEMBER 20, 2007
The meeting was brought to order by President, Bill Kling at 0923 at the New Holy Cross Medical Center .
The Pledge of Allegiance was given in unison lead by Joe Motes, followed by a prayer given by Loretta Young. Self-introductions followed.
There were 24 members and guests in attendance. President Kling then introduced Hugh Wyle an insurance broker who explained open enrollment for the Medicare Advantage Plan. He gave a brief explanation of Medicare Part B and advised that Social Security premiums would be $96 starting Jan 1 st . He explained that there would be a seminar with more detailed information forthcoming. President Kling then gave the Treasurer's report explaining there was not much activity since the last meeting.
Pres. Kling explained that Lloyd Malla from the new clinic could not make the meeting but had sent an email explaining that all permits were in, the windows were finished and the roof would be finished in another 2 weeks. They will be starting the sheet rock very soon. The building is now secure and dry and would be completed some time in June 08. Pres. Kling announced that he would take a small group on a walk through after Thanksgiving.
Pres. Kling then gave information on the Joint Veterans Planning Group monthly meeting. He commented that a letter was sent to Mark Rubio. 1. Regarding Veterans' Preference. 2. Veterans' License Plates. 3. State Veterans' Nursing Home funds not being distributed properly and the use of grants and other funds. 4. POW/MIA flag display on public buildings. 5. Money to support the FDVA Budget to take care of the veterans. 6. Medal of Honor tuition exempt. 7. DAV van funds to come from the state. 8. Equal treatment for wartime veterans. 9. Bonus for honorable discharged veterans of OEF/OIF.
Pres. Kling then announced that the previous meeting for Nov 6 th had changed to Nov. 13 th . Council members attended were: Joe White, Jim Ellard and Loretta Young. Issues were: reimburse tax on homestead and budget impact; parking privileges for the 5 groups stated in previous minutes; $1,000 grant for families of troops deployed. Ilene Lieberman advised an answer would be in another 2-3 weeks. We then discussed the bill for the residents of Florida who entered the military while a resident of the state to get a property tax discount which passed.
Pres. Kling then gave the number for the Senior Citizens of Broward County Elderly Hot Line: 954-745-9779. Next Laurie Watkins from Cong. Ron Klein's office commented that the center helps with food, housing and other issues for the elderly. We were then read an email concerning the returning veterans not being able to return to jobs and not being given the 5% veterans' preference.
Pres. Kling then discussed the Luncheon Fund Raiser and the unavailability of Adm. Collins resulting in the postponement of our event until next Nov.
We were advised that Debbie Wasserman-Schultz had signed on to HB2514. There has been no action in Sen. Nelson's office as yet. Pres. Kling urged all veterans and veterans' groups to push for this bill which is for Assured Funding. Suggestions were that this bill would die in committee. Laurie Watkins also commented that email blasts be sent across the country. Pres. Kling added that it must get to the floor to get a vote. Theresa Brier from Cong. Robert Wexler's office offered to get emails for out of state contacts. Pres. Kling suggested that TV and radio would also be helpful in getting the word out. Lou Rudowsky then commented that it is hard to get the medications at the clinic. Pres. Kling commented that he would like to get Dr. Greenburg to attend our meeting and get updates from him. We then had a motion from Jose Anton not to have a Dec. meeting with a second given by Murray Goldstein. Motion passed.
Laurie Watkins then advised us that the meeting with Merchant Marines had a very good turnout. Theresa Brier then gave out the notice for the Wynmoor Town Hall meeting on Dec. 3 rd at 2:00 p.m. We then had a discussion on the homeless problem in Broward County . Pres Kling commented that a previous grant for $36,000 had been given and there was a low rate on return.

Joe Motes discussed the letter being sent regarding the 5 Military Branch logos for the POW/MIA signs to be put on I95.

Jerry Bianco read several articles regarding the running of the bulls and the suicide rate in the military. Loretta Young announced the “Tribute to the Lost Sqd.” that is presented each year at Fort Lauderdale airport under the direction of Mr. McEleny scheduled for Dec. 5 th . Joe Motes announced the Holiday with the Vets program held at the Sandy Nininger Nursing Home on Dec. 1 st at 11:00a.m. Loretta Young spoke on the Navy Seal Museum and encouraged all to attend and noted an article in the newspaper. Also there will be a Thanksgiving luncheon sponsored by the VFW on Pembroke Rd. We were also given feedback on the great presentation in Washington DC by the Vietnam Vets. JosieAnton announced
a program to be held at the WPB VA Hosp. on Nov. 30 th . Joe Motes attended a program at the American Heritage School in Plantation . Loretta Young attended a program at Pompano H.S. JROTC for a “Tribute to Fallen Troops”. Other programs: Coconut Creek, Plantation , Sunrise and many others noted.

BROWARD COUNTY VETERAN COUNCIL MEETING FOR SEPTEMBER 18, 2007
The meeting was brought to order by President, Bill Kling at 0930 at the New Holy Cross Medical Center.

A request for a motion to accept was made by Josie Anton and a second was given by Adriane Reesey. The motion passed.
There were 26 members and guests in attendance. We discussed the distribution for the $1,200 that was donated at the Preliminary Opening of the Air/Sea Show that was held at the Seminole Hard Rock Casino in May. The following organizations will be given approximately $200 each: American Legion, DAV, JWV, VFW, VVA, MOA and AVER. President Kling asked that this be put to a vote by way of a motion. Extra funds will be given to the new Broward County Clinic in Sunrise . We had further discussion on distribution of funds going to the Veteran Service Organizations and not to the local chapters or posts. Each individual organization can specify or earmark the funds. For example: the American Legion, represented by Joe Motes, Vice Commander of the 9 th District for Broward County, will donate to the Sandy Nininger Veterans' State Nursing Home. We also had discussion on doing a photo shoot with the donations being given to the organizations for publication in our individual membership newsletters. The motion was given a second by Dan Suffoletta. The motion passed.
President Kling then discussed the recent changes at the Sandy Nininger Veterans' State Nursing Home. He announced that K.G. Simmons was no longer the Administrator at the Home. He commented that Adm. Collins, the head of the Florida Dept. of Veterans Affairs, is making many changes. The present Administrator at the home is Delia Rudico. She had been invited to come to today's meeting, however, she did not come. We next discussed the progress at the new Veterans' Clinic. It has taken from 2004 until now and it is currently scheduled to open in May 2008. Seavest Inc. has assured that they are operating at full speed. President Kling advised that it had been necessary to call in all the congressional constituents to get after the city of Sunrise to get the final permits to go through. We further discussed the problems with the delays. President Kling advised that the WEB site is getting hits and doing well, thanks to Joe Motes our web master. We next discussed the POW/MIA signs to be positioned along US1. The council wants the 5 military branches on the signs and Roy Schofield will give us a follow up.
We then discussed legislation. HB699 regarding employee preference. SB1026 Automatic renewal for property tax discount for original Florida residents which passed. SB156 for wartime vets which passed. SB1630 the Marine license plates for veterans state nursing homes. We had discussion on the money that is distributed and the lack of accountability and regulations. Instant Bingo Bill and others will be discussed after the next Elderly and Veterans Council meeting. President Kling then announced that the Nov. 4 th luncheon will be postponed until next spring to allow more time for preparation. Murray Goldstein will continue to head the committee. President Kling then discussed three county commission issues. 1. Special parking meters for Congressional Medal of Honor, Legion of Valor, POW's, Pearl Harbor Survivors and Purple Heart recipients. This came through Joy Cooper, League of Cities. 2. County Grants for property tax discounts for spouse of veteran. 3. Property tax discounts for service men and women serving overseas for the OEF/OIF theaters. President Kling needs volunteers to go to the County Commission meeting when these issues are discussed.
We then heard from our Congressional Representatives: Vivian Piereschi, Debbie Wasserman-Schult's office, spoke on HR2514 and commented on the staffing problems in Washington . The Congresswomen will be meeting this week and she advised that Rep. Kendrick Meek also has not signed on to this bill. The round table had gone very well at the Oakland Park Clinic Day Room. President Kling commented that the Wounded Warriors bill should affect all returning Iraqi and Enduring Freedom vets and it should be made non-discriminatory. Next, Theresa Brier from Cong. Wexler's office advised that they had updated and revamped the web site. She advised he will be in Tamarac on Nov. 11 th at Kings Point at 2 p.m.
Laurie Watkins, from Cong. Ron Klein's office, advised that he had signed on to the “Don't Ask, Don't Tell” bill. She also asked for female veterans who were academy graduates to serve on their Academy Appointee Committee Board. Discussion followed. Pres. Kling then commented again on the $15B that was given to the veterans in May 1998 but went to the transportation dept. Floyd White, the Broward County Veteran Service Officer, spoke on the vacancies to be filled. There is one that will be posted Oct. 1 st to be filled by Jan. 1 st . There are 7 full time service officers. Pres. Kling then announced that he will bring up items previously discussed with Ilene Lieberman on budgets and that Broward should be doing something for our veterans.

Loretta Young spoke on the “Veteran Village Community” project for veteran home buying in the condo conversions in Plantation scheduled for a Grand Opening on Oct. 6,7,8. Brochures and flyers were given out with the detailed information. Next, Josie Anton spoke on the 10 th Anniversary of WIMSA scheduled for Washington for Oct. 30 th through Nov. 3 rd . They will have a bus trip set up with 3 nights hotel.
Pres. Kling advised that Bob Filner had the largest budget increase in 77 years in 2008.
Harry Cohen inquired on the status of the Boynton Beach Veterans' Cemetery. Discussion followed. Pres. Kling advised that he will have, Henri Chapelle, the Administrator, at a future meeting. Joe Motes advised that the American Legion Post 321 will host a home coming for the troops on Sep. 29 th at 2 pm . He also advised that the Holiday for the Vets Program at the Sandy Nininger Veterans' State Nursing Home will be held on Sat. Dec. 1 st . Contributions will be accepted from all organizations. He also advised on the Congressional Ruling on June 25 th for veterans to salute the flag at all occasions with or without a cap. Debra Stern then announced that she was collecting names of anyone of the Jewish faith who is interned at the cemetery in Belgium . They need photos to send to the director because they care for the grave sites. Dan Suffoletta spoke on Echo Taps preformed by the VVA on Sep. 11 th and will also be used next year. Craig Sontag advised that they had a POW/MIA program on Sep. 11 th at VFW 1966 at 7 pm . Jerry Bianco then shared some articles with the membership on 911 Remembrance programs, Ken Jenne, the former Sheriff and others of interest.

BROWARD COUNTY VETERAN COUNCIL MEETING FOR JUNE 19, 2007
The meeting was brought to order b y President, Bill Kling. Secretary, Commander Loretta Young, was excused from attending. There was an open discussion on legislation that ignored bills concerning Veteran benefits.
We opposed HB279, whose title was Support our Troops. There were questions as to who sponsored it and what their motives were. In 1998, a bill passed autorizing $15,000,000 for WWII smoking related cancer victims. What happened to the money?
There is a problem with the schedule of the bus leaving Oakland Park Clinic to go to the Miami VA Hospital. The Clinic is closed at 7 a.m. and the vets have to remain outdoors until the Clinic opens. Bill said he will speak to Ray Stepnowski to correct that situation.
The Nov. 4 th luncheon was discussed. Board member Murray Goldstein P.C. was appointed chairman. He will need several people to assist him. A special meeting will be held soon to plan the whole affair.
Discussion on SBA VA loans. Commander Joe Rosen opposed the bill because rates are too high. The Council suggested rates should be below prime, not higher. Murray Goldstein suggested that we include the Congressional people from Dade County in our correspondence concerning these matters. Instant bingo passed by State Legislature. There are laws being considered to change percentages of the proceeds to the casinos.
Good and Welfare: Jerry Bianco spoke about the shortage of funds for victims of Agent Orange.

The meeting was brought to order by President, Bill Kling at 1155 at the “ Sandy ”Neninger Veterans' State Nursing Home in Pembroke Pines .
The Pledge of Allegiance was lead by Mark La Fontaine, followed by a prayer given by Loretta Young. Self-introductions followed. The minutes of the previous meeting was read by Loretta Young. A request for a motion to accept was made by Dan Suffoletta and a second was given by David Millian. The motion passed.
There were 22 members and guests in attendance. President Kling gave the Treasurer's report. He advised that the funds from the Tribute to the Veterans event had been added to the account but no other activity occurred. Mark La Fontaine, organizer for the Tribute to Veterans event, then gave a report. He advised the attendance was approximately 225 which was good for only 3 weeks advance notice to get the program in place. The amount raised was $1,341. He has been guaranteed that this will be the kick off for the Air/Sea and Fleet Week for future events. There were many participants such as Mickey Markoff, the Air/Sea organizer, the Mayor of Broward County, a keynote speaker from the Navy, the Seminole Tribe color guard and a children's performance. Discussion followed. President Kling then introduced Lloyd Mallah from Seavest Inc. to give us an update on the progress at the Clinic in Sunrise . He advised things were more positive than last month. They now have a building permit to go to full construction. The Planning and Zoning Dept. is now down to minor issues and the subcontractors are ready to go at 100%. The goal for completion is now the middle of Jan. 08 but they will know more later. Negotiations with the VA and the city of Sunrise are complete and the company is financially sound. Pres. Kling asked questions regarding the progress of the permits and the major inspections with comments. Mr Mallah responded that the city of Sunrise is talking with their company and he would know more information on the progress in another 2-3 weeks. Pres. Kling advised that the lease for the Oakland Park Clinic has been extended until March 08. Further questions and discussion followed. Pres. Kling then called on K.G. Simmons, the director of the Nursing Home. He advised that they are prepared to handle the upcoming hurricane season and the current wild fires. They had vans ready to go to Lake City but when winds changed, they were cancelled when evacuation plans were not needed. They now have 11 beds vacant in the Alzheimer ward. Residents in the home need to have a valid honorable discharge and be a Florida resident to apply. Priority is give to 100% service connected veterans, next purple heart recipients, next would be indigent (no money), last is for veterans with means to pay privately.
Pres. Kling then introduced Vivian Piereschi and Sari Vatske from Congresswoman Debbie Wasserman Schultz's office to speak on the Library of Congress Veterans' History Project that will be held on Sun. May 27 th at the FAU Davie Campus. This is for a collection of oral history interviews for veterans of all the wars. Students will do the interviews which will give them a chance to learn about history first hand and they will also have press coverage. Pres. Kling spoke next on the Veterans National Cemetery in Boynton Beach and advised that it is now open and they are taking internments from funeral homes.
Next discussion was on the State Legislation. Topics covered was the Instant Bingo Bill which passed both in the House and Senate and is now ready for the Governor to sign. Also the budget for 73M passed. Also, the ad valorem tax for veterans who entered the service as Florida residents and are 65+ passed. Other important issues - the support our troops licence plate from CA. HB279, a speciality licence plate. The bill for Veterans Day holiday off for all schools is still at 52 counties for and 15 against. Next Pres. Kling discussed the Elderly & Veterans Board - 629 benefit claims processed in the last quarter which the survey determined that there was a 96% satisfactory ratio for the County Veteran Services brought into Broward County . Pres. Kling then advised that the fund raiser for the luncheon would be set for sometime in Nov. and will be held at Colony West Country Club. Cost would be $25.

There were 23 members and guests in attendance. President Kling gave the Treasurer's report. He advised that the Council had received the $10,000 donation from the Gulfstream Casino. He has opened a CD for $5,000 and the remainder is on deposit to be distributed to the veteran community at the desecration of the Board Members. President Kling then introduced our guests. Lloyd Malla and Fred Cohen from Seavest Inc. the owners of the new veterans' clinic in Sunrise . We were given an update on the status of the clinic. They advised that they had gotten the clearance from the county to proceed. It was a complicated process that took 3-4 weeks. They are still only at a partial construction level and still need a full release. The planning and developing stage has gone very slowly. The engineering and site plan is in review. They have spoken to the City Manager, Pat Salerno and President Kling announced that he had also made contact with the city. Discussion followed. Fred Cohen added that they had hired an independent special inspector and they are not sure if the Building Department will make additional inspections. They have had extensive plans and review from an outside company to expedite the process. President Kling requested that the Council be given updates every 2 weeks on the progress. He advised that the Council could go to the City Commission meetings if necessary. They are now 4-6 weeks behind in the delayed work progress. President Kling then introduced Marc Hansen from AVER to speak on the upcoming event, Tribute to Veterans to be held on Apr. 26 th . He announced that if this event is a success, it could be repeated next year. There will be a “Wall of Freedom” that can be signed by all veterans or in honor of veterans that will be accessible to all veteran groups. We need attendance of 200-250 to have a successful event. He then gave an account of the events included for the day. He answered questions of buses and any discount on entrance free, response was NO.
Pres. Kling then spoke on the grand opening of the Veterans' Cemetery in Boyton Beach and the transferring of 700 remains. Joe Motes added that he had attended the ceremony and it had gone well. He advised that they are now doing cremations and in July will do the interments. Pres. Kling also advised that the President of the National Legislative, DOD, will have to use 1.3B and take under 65yrs. increase for Tricare payment. He also spoke on the Assured Funding Bill, HR1382 may go forward. There was discussion on State Legislation, AVP Group
Another major issue is the Veterans' State Licence Plates. There was discussion on the “Support our Troops” plate from California . Money would go to the active duty and reserves. Pres. Kling suggested to amend the bill to read that 60,000 go back to the veteran groups. HB279 sponsors another licence plate for Florida so money will go to the state veteran's homes. We also discussed the bill for Veterans Day for all the schools. Also discussed was the Instant Bingo Bill. Pres. Kling then annonced that the next meeting would be at the Sandy Neninger State Nursing Home on May 15 th . Theresa Brier, from Congressman Robert Wexlers' office, advised that she did not get a very good response from her request of veterans having problems. They will have something scheduled again in the future. She will attend the “Tribute to Veterans” event. She also advised that she had attended the American Legion Post 170 meeting and would be in Miami at the VA Hospital. Pres. Kling then discussed the BCVC activity on the web site; the upcoming fund raising luncheon in Oct. or Nov. and the grants for members of the guard and reserve when deployed to Iraq and Afghanistan . Several counties are already using this process. We then heard from Floyd White, the Broward County Service Officer. He has hired 2 new people and they are in place. The county is divided into 7 service areas. We then discussed veterans claims and attorney representation on appeals. The Service Org. are in support of this policy. Discussion followed.

Dan Suffoletta announced that the Ft. Lauderdale Memorial Day service would be at the cemetery with the VVA Wall and keynote speakers. Ed Rosenberg advised that Hallendale has a WWII Memorial room available for plaques, etc. Pres. Kling will be in Plantation for a program at Veterans' Memorial Park. Jerry Bianco read several articles including one on the Veterans' Cemetery at Boynton Beach . Roy Schofield gave an update on the progress of the POW/MIA signs along I95. He has checked with the Dept. of Transportation and they are willing to put up signs within reason. The cost of each sign is from $800-900. It is a state and federally funded project. Discussion followed. Joe Rosen made a motion for the Council to accept using the logos of the 5 branches of service. Barry Sacharow made a second. The motion passed.

There were 23 members and guests in attendance. Self introductions followed. President Kling then gave the treasurer's report. Balance in the account is $2,821. He also advised us that the Council had received a donation of $10,000 from Gulfstream. We were advised that the Council would retain half of the donation and the balance to be distributed throughout the veteran community. He advised that the BCVC had worked hard during the planning for the grand opening, dedicated to veterans on Veterans Day weekend. Discussion followed. Henry Messana inquired if we were going after the other casinos. President Kling advised that we could investigate the possibility. We were then introduced to Vivian Piereschi from Congresswoman Debbie Wasserman-Schultz's office. She advised that the Congresswoman was on the Appropriations Sub-committee. The next guest was Laurie Watkins from Congressman Ron Klein's office. She advised that the Congressman would be having a Town Hall meeting on Fri. and all are welcome. He is also working on appropriations. Theresa Brier from Congressman Robert Wexler's office was the next guest to speak. She passed out articles regarding the Walter Reed Clinic scandal. She advised that the Congressman wanted to meet with a few of the veterans in the next few weeks to discuss problems with the VA system. President Kling advised that Bobbie White's office at the Vet Center Fort Lauderdale, would be a good contact because they have an outreach and in contact with veterans on a regular basis. Our next topic of discussion, the new clinic in Sunrise. President Kling advised that Lloyd Malla was unable to attend the meeting, however, he had contacted the contractors. They advised that they are 40-50% along in the progress and would be at full construction by April 1 st when the county review gives them the go ahead after the permit policy. President Kling advised us that we are supposed to be getting periodic updates but none have been sent since the first one and that we need to follow up. President Kling also advised that we are pushing to keep some facilities here on the east side. We were just informed however that the present property for the Oakland Park Clinic has just been sold to Holy Cross and everything is on hold. Everything depends on the new owners. President Kling then discussed the National Cemetery in Boynton Beach and that it is scheduled to open on Apr. 16 th . Diane Lade wrote a good article in the Sun Sentinal.
President Kling then asked K.G. Simmons, the Director of the Sandy Neninger Veterans' State Nursing Home to give an update. He advised that they are going through an organizational change. The new Administrator is Leroy Collins. Renee Day is the Homes Program Director. He then gave us information on entering the nursing home. There is an application process waiting period and Purple Heart and POW's have a priority. He also advised that they are not having any problem getting medication. They are also running almost at capacity but have openings from time to time. President Kling then commented on State Legislation. We discussed the State Veterans Planning Group and the 73M budget. That is the number one priority. Also the Veterans' Day Observation off for the schools to include all counties and the Senate Bill 102 for the Instant Bingo. Also discussed was the Special Veterans' license plate which they are trying to make one for all branches so the money will stay in Florida. Also the Veterans ad valorem tax to be automatic each year and discussion on the Penny Arcade machines for fund raising. President Kling then introduced Michael Goodman who gave us the information on the Tribute to Veterans program that is scheduled for Apr. 26 th at the Hard Rock Casino. There will be a breakfast at 8am

The meeting was brought to order by President, Bill Kling at 0930 at the Oakridge
Clinic.

There were 24 members in attendance. President Kling advised the membership that the owners of the new clinic who were scheduled to attend the meeting could not come due to personal business in New York . President Kling advised that we had 2 updates to address and they were read by Loretta Young. Roy Schofield advised he has made some stops at the new clinic in Sunrise . President Bill announced that the project is up to 40% and they are still targeting Dec. 07 for the opening date. They will have to coordinate with the Oakland Park Clinic for the transfer of equipment and personnel. Discussion followed on the MRI pad and other issues. Dan Suffoletta inquired when they will be hiring sub-contractors. He had a request from a local sub-contractor. Bill Kling advised that he notified the contractors that we wanted to have local sub-contractors on the jobs. Roy Schofield advised that he knew the individuals with MEP and also the city of Sunrise .
We were then introduced to a guest, Tom Keiser from Boynton Beach Veterans Council for POW/MIA highway Commission in South Florida . He was accompanied by Bob Zimmerman. We were given statistics on the proposed highway that will run along US1 from the Keys to the Georgia state line showing the MIA/POW signs with military logos. The project started 10 years ago in upstate NY. They propose 2 signs per city with one going North and one going South with the state of Florida to pay the cost. They need assistance with telephone calls and letters to get a 51% of the County to respond. President Kling asked for volunteers from the cities involved to contact their city officials. Adriane Reesey suggested that a reply to the Broward County DOT Council be included with a letter in addition to a call.
Old Business:
President Kling then advised on the Constitutional Amendment regarding the grants for veterans who resided in Florida when entering the military. Only 25,000 are affected. The amendment passed in Tallahasse. This is for combat related vets and the state planning group after meeting advised that this should be a wider number of vets and it is discriminatory. Discussion followed. President Kling then advised that a donation was sent to the USS Gridley but that he did not get any tickets for the commissioning. He then commented that there was nothing new on the National Cemetery and that they will be taking transfers of remains which would be at the cost of the family.
President Kling then advised that the new session in Tallahassee in March would be voting for Veterans' Day as a National Holiday off. Pres. Kling then advised that we still wanted to have a fund rasing luncheon/dinner in Oct. We will need everyone to get ads for the program booklet and will have further discussion at a later date.
New Business:
Pres. Kling then asked Floyd White from the Elderly and Veterans' Services to give us an update. They have hired the 2 new county service officers. There will be offices in Pembroke Pines , the Daniel Cantor Center in Sunrise , Hollywood , Miramar , Dania Beach , Coral Springs and Deerfield Beach . Pres. Kling then advised that he had attended the veteran summit on the Elderly and Veterans Services commission at the Signature Grand. The summit did not include veterans but was directed solely towards the elderly. The summit was set up according to a FIU survey. Discussion followed.
Pres. Kling then asked for anything on a National level. Joe Rosen from the DAV advised that they wanted a Memorial in Washington DC for 65M. They are having a shirt sale and asked to have members buy shirts and a $10 donation would go to the DAV in the name of the BCVC.

Jacob Mirsky, a new member advised that it would be helpful to have more visible signs downstairs for newcomers for the BCVC meetings. Dan Suffoletta the advised that the VVA was working hard for HR515. Bill Kling advised that this needs to get to the House Floor for a vote. Harold Jaffa and Roy Schofield advised they will support the POW/MIA sign program and Roy will draft a letter for signatures. Jerry Bianco commented on the problems at the Walter Reed Outpatient Clinic in Washington and other articles. Dan Suffoletta commented on the Vet. Syp. Standown set for Sep. or Oct. Loretta Young commented on the announcement of the program set for WLRN Ch. 17, Film Maker, Ken Burns for Wed. & Thurs. They are requesting to have veterans and families to be interviewed.

BROWARD COUNTY VETERAN COUNCIL MEETING FOR JAN 16, 2007
The meeting was brought to order by President, Bill Kling at 0925 at the Oakridge Clinic.

There were 26 members in attendance. President Kling then gave the finance report. The balance in the account still remains approximately the same, $2,800. Dues are now due for the new year: $20 for an individual or veteran organization.
We were then introduced to our guests: Lloyd Mallah, of the Seavest Inc., representing the new owner and Fred Cohen of Lillibridge Co., a national total health care real estate construction co. in developing medical facilities. They have been in the business 25 years and have much experience with larger contracts and are better able to complete the project. They are located in White Plains , New York . The clinic was bought from the old owners two months ago. The project has increased from a $21M to a $35M project. The new company has $100M in assets. The previous owners, Carotex, the contractor, was a small company. When the size of the project increased 25,000 sq. ft. they were not able to keep up with the increased financial cost of the project. The new company has developed 30 buildings and they have their own funding. The firm has a lot of connections and a relationship with the city of Sunrise that can help move the project along. They have been working 6-8 months on the project and have hired private certified inspectors, NEP Construction Inc. to have a legal route to keep the project moving and avoid any slowdowns with permits, etc. They have invested their own money. Today, they are 2-3 weeks before construction start. The final construction plans have been revised. They expect to have the project completed in the next 11-12 months approximately by Dec. 07. They have been assured that the VA will not change the project again. The design is set now since they had to do a lot of cleaning up on the project and paying off sub contractors. This has costs several thousand dollars of their own money. They had to bring in a new architect, Laura Caffee, from Texas to redesign the plans. They are now complete. A vast portion of the framework has to come down to work the additional footage into the new scheme. This is on the northwest portion of the construction that also has a parking deck added. The new medical clinic will include: minor surgical facility, out patient facilities, radiology, dental, pharmacy, gynecology, physical therapy, optical and 80-100 examining rooms all within an energy efficient, air cooled building. Discussion follow: President Kling asked if they were having any permit problems. The answer was NO. President Kling added that in 2004 CARES authorized a new clinic in Broward County to handle the increased veteran
population and no work had been done in 2006. He added that we want some local sub contractors to be included and the Council would offer our help.
Murray Goldstein asked how involved were the County Commissioners in the project? President Kling answered that this is a Federal project and the City of Sunrise . Adriane Reesey asked what other VA or government building projects are they working on. Response: None. They handle medical offices. An explanation of their asset portfolio was offered. Joe Motes asked for bi-weekly updates to be sent to update the Council website. They will keep us informed. Henry Messana added that we need someone from the Broward Veterans Council to be an advisor to the project. Mark La Fontaine asked what portion was the VA responsible for paying. The response was the net project for all common areas, equipment and all fixed assets. Lillibridge was hired to be the property manager and have someone on call 24/7. The VA will pay a 20 year lease at a fixed rate including the real estate taxes. All the sub contractors will give a maintenance contract for their equipment and work. The annual rent is approximately $3M. Paul Holwadel asked if they were putting in all equipment according to the VA regulations. Also would there be a nurse on call and are there provisions for CAT Scan and MRI's. Response: Yes. We were advised that the original plans had over 200 comments to follow up. With the revised plans the city of Sunrise has 30 days to respond and then it goes to their company inspectors to cut down on the delay time. Mary Langley, now in charge at the Building and Code Dept. in Sunrise will go out to the site with them. The city has a 24 hour window to show up before they would follow through with the work. Roy Schofield commented that it should not take as long as the time span presented to us. Loretta Young advised that the Council needs to have a presence at their meetings and be in contact with the city to further insure there are no delays. We will form a committee to follow through with these plans. Our member, Roy Schofield, an engineer, will assist in this effort. Our guests departed at this point.
New Business:
President Kling then advised on the commissioning of the USS Gridley in Miami on Feb. 10 th . He should get 10-12 tickets. Mike Carson made a motion to donate $100 to the commissioning committee. Joe Messana gave a second on the motion. The motion passed. President Kling then read a Resolution on Iraq and asked for a motion to accept. We want to make sure that our troops are pushed to the outer borders of Iraq and get more troops in Afghanistan and out of this bloody civil war. Mike Carson gave a second on the motion. Discussion: Marc Hansen asked for further clarification to add the Iraq Study Group and the American public in 2006 election said not to send in more troops. Dan Suffoletta asked if there is a diplomatic or political solution. Pres. Kling said there is no military solution. Motion passed after revision to add: Let's get them out of harms way and expedite the training of the Iraqis and the Police Force so we don't send our own troops in the middle of a bloody civil war and bring the Arab nations to a Summit meeting to discuss a final political settlement as recommended by the Iraq Study Group. This resolution passed by the members of the Broward County Veteran's Council and does not represent the views of the National Organizations.
Old Business:
Mark La Fontaine reported on the fund raising event for the Air/Sea Show. He met with the individuals overseeing the event. There is a problem with the selection of a site for the breakfast. The Armory, War Memorial and the Hard Rock Casino all turned him down along with two other city and county facilities.
He is now looking at Hagen Park in Wilton Manors. The event is set for May 2 nd or 3 rd . He now has a meeting set for Fri. to move forward on the project and will give us a full update at the next meeting. Floyd White, the Broward County Veteran Service Officer, advised that they hired 2 service officers in Dec. They have opened the office in Pembroke Pines and one more is planned for Dania Beach . Vivian Piereschi from Congresswoman Debbie Wasserman-Schultz's office advised that she is holding a town hall meeting to summerize the first 100 hours agenda covering Iraq , drugs and medicare issues on Jan. 25 th at 10:00 a.m.
Theresa Brier from Congressman Wexler's office added that if the council needed anything from the congressman to please contact her. Yettie Ruskin from My Family Place advised that things are moving along at her facility.

There were 13 members in attendance. We were then introduced to our guest, Edward O'Sheehan representing George Platt from Seavest Inc.. He is associated with Shutts and Bowen LLP. He explained that Ceavets went to their firm and explained the process and problems that had been incurred during the planning and negotiations regarding the Broward Veterans' Clinic. He commented that they had all met with the officials in Sunrise . He explained that they can get a quicker response from the city and keep the city from sitting on permits and plans and maintain a 30 day deadline. They are also able to do some minor work in the meantime. They can have a private provider do the inspections who will sign off on plans and give them to the city. President Kling told him that the current deadline for the completion is now Jan. 08. Discussion followed. President Kling gave Mr. O'Sheehan an update on all the events of the delays on the project. Dan Suffoletta asked what percentage of the project is completed. The response was that the building is up and but wiring, electrical and the additional 25,000 sq. ft. has to be completed. Mr. O'Sheehan also advised us that he is a returning National Guard member and a Jag Officer and gave us a personal review of how his conditions were while deployed in Iraq . Discussion followed regarding his experiences.
After our guest's departure, President Kling discussed the 2B short on funds needed that HR515 and SR331 must be passed by Feb. 15, 2007 . The bi-partisans are working together and it now has a chance. President Kling then commented on the article by the National Commander of the American Legion, Paul Morin who praised the lawmakers for passing S. 3421, the 3.2B Veterans Benefits, Health Care and Information Technology Improvement Act of 2006. This represents a long stride toward catching up with overdue VA construction projects identified in the Capital Asset Realignment for Enhanced Services (CARES) process, including money to complete sorely needed and partially funded hospital projects in cities like Las Vegas , Orlando and Denver .
Dan Suffletta then spoke on the Veterans' Symposium meeting concerning the returning veterans and the transition for returning to the work force. A book is needed that identifies every organization in Broward County helping veterans.
Discussion followed. Also announced was the Christmas Party at the Vet Center that was open to all to attend.
President Kling then asked K. G. Simmons from the Sandy Nininger Nursing Home to give us an update on their status. They are now at full capacity. He
commented that 100% service connected veterans have a priority getting in the home. They are looking at adding a storage space and outside office space. They
are experiencing a problem with getting qualified certified personnel. Currently they are replacing personnel from within the facility but they are running short on care providers. Discussion followed. President Kling commented that there are 7 facilities in Florida and there should be another one in Broward County . K.G. Simmons commented that all the veterans are getting gifts and donations continually and the response from the veteran organizations getting involved and making visits and entertaining and outings for the veterans is overwhelming. He also commented that there are other nursing homes that have VA contracts that can handle the overflow in residents. President Kling explained that the County Commissioners have a $600 grant per month program available for returning Iraq and Afghanstan veterans. Palm Beach County has a program and we need to adopt a similar one. It would cost the county $352,000. This grant is used for the Reserve and Guard members to offset any hardship incurred by loss of employment while deployed.

The meeting was brought to order by President, Bill Kling at 0930 at the Oakridge Outpatient Clinic. The Pledge of Allegiance was lead by Ceil Steinberg, followed by a prayer given by Loretta Young. Self-introductions followed. The minutes of the previous meeting was read by Loretta Young. A request for a motion to accept was made by Loretta Young and a second was given by Josie Anton. The motion passed. There were 16 members in attendance. We were then introduced to our guests from Carotex Construction Co., Mr. John Bosman, the Assistant Manager and Mr. Charles Quinn, the Project Manager. They advised that they are both veterans and have the veterans' interest at heart. They advised us that they had just gotten on the job in the last 3 weeks. They also assured us that nothing at the site is missing. President Kling explained the long and lengthy delays that the project has incurred. They assured us that all is going well and that the contractor, Vic Blackman is from Texas and has 15 years experience and has an outstanding reputation. They advised that since the additional 25,000 sq.ft had been authorized, that new permits had to be issued. Now they have to negotiate a new contract. Presently, there is also a new owner, Sevast Inc and Carotex advised that they will do their best to get us all the information whether good or bad. Bill added that by Feb. 08, the lease will be finished at Oakland Parkto coincide with the move. Discussion followed. Murray Goldstein suggested that the Council send a letter to Sen. Ocacca, the new leader of the Veterans Affairs. The project manager stated that they would like to visit the Council and would like the Council members to visit them.
After our guests departure, President Kling covered some National issues. He read an article on the new VA National Cemetery . Discussion followed. We also discussed the number of dead and missing veterans. President Kling then gave us an update on the Gulf Stream project. He explained that the Council was one of 3 non-profit organizations that was to benefit with a donation of $10,000. He explained that the Council would donate to the veteran organizations. A certain amount would be maintained by the council and the balance distributed out to the district and county veteran organizations. The board will come up with a formula for the division.
President Kling then asked for a motion to add Murray Goldstein to the board. Harry Cohen made the motion to accept and Loretta Young gave a second on the motion. The motion passed.
President Kling then discussed the fiscal year 2007 for Sen. Kerry's bill to have 18M for veterans returning from Iraq and Afganistan. Discussion followed. Bill commented that he did not see his article in the newspaper. He has spoken to Diane Lade to get an update on the clinic in the papers. She will respond. Bill than announced that the Veterans' Symposium is having a meeting at the Vet Center followed by the traditional Thanksgiving Day luncheon today. Ceil Steinberg commented on the wounded soldiers in Iraq . She expressed that the nurses, doctors and medics need to be commended for their good work. Mike Cohen commented on his recent illness and his excellent treatment. President Kling then annonced that he spoke to the representatives from “Cebas” and his hope to fully get the project moving.
We then had a report from the County Service Officer, Floyd White. He announced that they had 2 new service officers. Dec. 11 th is the hire date. President Bill then commented on the project in West Palm Beach for issuing $600 for returning veterans from Iraq and Afganistan. If this goes through, they will need 3 reps. To handle the work. The Broward County Commissioners have to vote.
President Kling announced that there was noting new in State Legislation. He announced that the amendment passed for the disable vets who resided in the state will get a discount equal to their disability. Next the low income senior will increase to $75,000 also passed. The mass transportation tax failed.

BROWARD COUNTY VETERAN COUNCIL MEETING FOR SEPT 19, 2006
The meeting was brought to order by President, Bill Kling at 0925 at the Oakridge Outpatient Clinic. The Pledge of Allegiance was lead by Pres. Bill Kling followed by a prayer given by Loretta Young. Self-introductions followed. The minutes of the previous meeting was read by Loretta Young. A motion to accept was made by Murray Goldstein and a second followed by Harry Cohen. The motion passed. There were 23 members in attendance.
President, Bill, then advised that the luncheon scheduled for Oct. 13 th had been cancelled due to the short time allowed for planning. He advised that our treasury is in good standing with a balance of $2,839 and we will have a fund raising function next year.
He then gave us an update on the new clinic. Nothing is happening. All construction stopped in Jan. 2006 due to the lack of funds after the second phase of the building was issued. There was a need for an additional 25,000 ft. for the new returning vets. We then had a discussion regarding the notice of intent that was signed by Sec'y Nicholson and the extension of the lease for the present clinic at Oakland Park. Right now completion is set for fall of 2007. We are presently being taken care of at the Oakland Park Clinic and the 4 Sat. Clinics. We then discussed the National Cemetery in Boynton Beach. There were problems with the endangered species, water tables, etc. Original opening was set for fall, 2005. The delay is now up to an opening in 2007.
We next had a presentation from Ed Kaplan from the Navy League. He discussed education of the public of the power of the sea and that they have met every ship entering Port Everglades since 1957. They have raised 1/4 M for a Lone Sailor statue that will be dedicated at the gazebo at Riverfront on Oct 14 th at 10:00a
Cong. E. Clay Shaw will be a keynote speaker. Info is on the web: www.nluslonesailor.org .
President Bill then discussed bills in the Legislature. One died, Veterans' Day off for all schools. It was passed by the Senate but died in the House. Broward was passed but still 15 counties have not come on board including West Palm Beach. It could come up again in the fall. The Support our Troops license plate was withdrawn because the sponsor was not a viable group. We also discussed the Homestead exemption for primary residences for troops while on deployment. Also discussed ST194 and HR631 for veterans 65+ who were Florida residents when they entered the service. This will be on the ballot in Nov. Bill then discussed Assured Funding. We need to push our legislatures to come on board. This has been pushed around since 2003. We had discussion of the 15B funds taken away for railway funding and other issues. The rally that was scheduled was called off due to Max Clelland coming in town. We had further discussion if we should still have a rally at the Federal Building in downtown. No decision was made.
Floyd White gave us information on the Elderly Veterans' Services Dept. They are closing 2 offices on Sep. 22 nd . They are evaluating applications for selection on employment of 2 Service Officers. We strive to have the County Service Officers located near the veterans. They plan 1 or 2 for the new clinic as well as a Family Success Center.
Vivian Parasce from Cong. Debbie Wasserman-Schultz's office advised that they are concentrating on Medicare issues at the present time. We were advised that the Military Academy nominations will be held on Nov. 18 th . Joe Rosen discussed losses at the condo and applying for SBA loans and other issues. Mark LaFontaine from AVER asked if there are legislative committees in place to address veteran issues. Bill explained that the veteran organizations are neutral but we can take a stand on issues when veterans are not getting what we need. Dan Suffoletta suggested that we need a lobbyist in Washington. Bill advised that he will follow up and advise at a latter meeting. Henry Messana asked if we could write an open letter to Congress asking questions on issues that veterans need. Also to send the information to all the local papers. Murray Goldstein discussed the ratio of democrats and republicans on their voting response to veteran issues. He also suggested that letters need to be sent out to the legislatures. Pres. Bill wants to get a bi-line from the Council to go into the newspapers on the opinion page. A motion was made by Henry Messana to send a letter to support our issues to the paper and Robert Bogacz made a second. The motion passed. Bill advised he would draw up a letter and send it to the local papers.
Theresa Brier from Cong. Robert Wexler's office gave out newsletters from their office regarding social security, wire tapping through NSA, minimum wage, the 75 th anniversary and other issues. Laurie Planamento from Risk Protection Services spoke on ID theft and the problems that are resulting, such as Social Security numbers, medical information, credit discrepancies and other issues.
GOOD & WELFARE:
Jerry Bianco had no periodicals to share. Pres. Bill again reminded all members to get the word out to attend the meeting at the VFW Post in Pembroke Pines for the visit by Max Cleland, a Vietnam triple amputee. Mark from AVER spoke on having a Salute to Americans' Veterans for the Air/Sea Show in May. He will be working with the organizers and wants the Council to participate. He is working on putting together a fund raiser for one evening and having the funds raised distributed to the veteran organizations. He will need to form a committee to assist in the planning. So far he has made several attempts to contact the organizers but has not gotten any response to a meeting. He wants to make a personal visit and Bill will have a personal letter sent from the Council. Bill also advised that he has been contacted by Gulfstream Park to have an event weekend for a grand opening of the park on Veterans' Day, Nov. 11 th . The funds to be divided among the veteran groups.
Robert Bogacz then commented on the Jane Fonda incident, Dan Suffoletta spoke about the problems of the returning veterans and announced the meeting of the Veterans' Symposium group's next meeting on Sep. 26 th at Work Force One.

Self-introductions followed. The minutes of the previous meeting was read by Loretta Young. A motion to accept was made by Harry Butler and a second followed by Murray Goldstein. The motion passed after 1 correction for the location of the cemetery, is Lake Worth , Palm Beach County . There were 16 members in attendance.
President Bill Kling gave the Finance Report: Balance in Treasury is approximately $2,800.
Bill then spoke on the Veterans' History Project that will be hosted by Congresswoman Debbie Wasserman-Schultz at Nova University in Davie , location 3301 College Ave. on May 20 th at 11:00 a.m. The program will be televised and they need 5-10 veterans to be interviewed. We would like to have Frank Laiacona and some others to attend.Josie has additional information available on the History Project if anyone is interested. Bill advised that invitations would be sent out.
Bill next discussed the legislative bills in Tallahassee : 1. The drugs that are given by the VA are not as good as the private sector. They are fewer and not at the top of the line of quality of drugs.
Bill next spoke on the new VA Clinic in Sunrise . Rosie at the last meeting had stated that the clinic was on schedule. He had advised that Paul Holwadel went to the clinic after the meeting and saw nothing was happening at the site. Bill then had a meeting with the contractor and he advised him that they had been shut down for 2 months. Bill advised the council that the project is short 14M for the new addition. VISN8 wanted to improve the project up to year 2022 to keep up with the need. The cost of the additional footage and equipment for the 20,000 sq. ft. was not approved by Washington . Bill was advised because of this funding crisis and no authorization that the contractor was not getting paid and had stopped construction approximately 3 months ago and workers were let go. The notice of intent was sent to Secretary Nicholson on April 19 th and it will take 30 days. If no one objects or protests during that time then work should be able to proceed. Bill added that if we don't get the money and there is further delay, the Council should be advised. Josie advised that Dr. Greenburg would be at the Gold Coast meeting and speak on Sat. on this matter. Bill advised the Council that he had contacted Susan Ward and told her that they had lied to us. At that time, Lynne Brenes arrived along with her replacement, Theresa Brier. Introductions were made and they advised that Rep. Robert Wexler was running unopposed. Josie inquired if he would be attending the Memorial Day program in West Palm Beach . Discussion followed. Henry Messina suggested that we could get a group of men from each organization and go to the building and see the progress and oversee the project. Bill added that we have been in touch with the contractor over the last couple of years. The VA wants to keep everything a secret and not advise us if there is a problem. For now we will wait to see what happens on May 19 th . We are looking at early spring 2007 now for the dedication. Luis added that he goes several times a week to the site and also sees no progress. Murray advised that he had spoken to Mark Foley and Clay Shaw and they know nothing. Bill said that he told Susan Ward that we would do nothing at the present and all depends on the results by May 19 th . A discussion followed on what the Council would do, have rallies, protests, etc. at the new clinic if the results are not positive. Paul advised that everything is tied together and they can not open one section without the entire project being complete. These changes involve that plans go back to the engineers for A/C, electrical, plumbing, etc.
Bill then spoke on Mandatory Funding and that E. Clay Shaw still has not signed on to this bill. He then returned to the State Legislative issues. 1. Veterans' Day a holiday off for schools died in the House. On the last day it went to the Education Committee. Palm Beach County did not sign. 2. Bill to Support our Troops. It has no track record and the bill died in committee. 3. Energy power in the Nursing Homes for emergency generators did pass.
Bill then advised that he had a tentative commitment from Max Clelland to be a speaker for the Aug. Council luncheon/dinner. Josie had nothing to add for the National Cemetery in Palm Beach . Joe Rosen advised that he asked Mr. Wells, the director of the cemetery, for photos or sketches to show the numerous lakes. Bill then read a notice regarding the push to cut benefits for veterans. We discussed the duality of social security and veterans' benefits. We then discussed the VDBC 13 committee that is supposed to be bipartisan however the makeup is 4 Republicans, 4 Democrats and 5 Presidential appointees. Bill then added that this is a method to continue to take away what the veterans have. The tax cuts continue to go to the large corporations and the veterans get the cuts. Discretionary funding is the worst thing for the vets. Each veteran organization needs to contact their legislative members to sign this bill. Discussion then continued on the dual compensation. Bill added that Cat. 7 & 8 should not be excluded.

Murray Goldstein spoke on veterans' benefits in South Florida and military abortions abroad and soldiers have to pay for it themselves. Floyd White advised that he had attended service officer qualification training and said that lawyers will be allowed to represent veterans in their claims. The agencies help the veterans get their disability and they take the first check. Veterans need to be careful how they are represented.
Bill advised that all bills have to be signed by the Governor. He will have the information in the next bulletin. We were then advised that there should be a Service Officer in the new clinic. Floyd advised that they are still down 2 service officers and they are still in the reclassification process. Bill advised that the veterans bring into the economy 2M in compensation and benefits. Bill also advised that Ray had hired 2 people onto the staff at the Oakland Clinic. Theresa also advised that she had been in Rep. Robert Wexler's office for 7 years in Boca and Margate . Bill then read a joke for the final comment of the day.

The Support the Troops was in St. Petersburg and Paul had a correction that he is working on keeping the clinic in the east. There were 23 members in attendance.
President Bill Kling gave the Finance Report: Balance in Treasury is $2,890, no change from last meeting other than $40 was spent on today's luncheon.
Bill introduced Susan Ward the Public Affairs Officer with the Miami VA Hospital. Susan introduced Rose Perez, the Activation Coordinator in charge of the Broward Clinic. They had available the updated pictures for the new clinic. There will be an official change of the name in the future but for the present, it is called the Broward Clinic. The planned opening is the winter of 06 for the completion. The original date of move in and dedication has been delayed from the Nov. 06 date. Rosie commented that the pictures would be available on the web site. There will be updates posted on a monthly basis. There will be sufficient parking around the premises. Then followed a discussion on the lack of activity for visible workers at the site. Rosie explained that they are working on the inside presently and that she makes regular weekly site visits. Bill asked about the rumors of the construction stoppage. Paul also commented that he has taken pictures and sees no changes in construction. Rosie continued to confirm that you may not see physical work but they are doing skematic drawings and working on specific areas. Bill assured Susan and Rosie that if there are any problems that the Council would be available to help. Rosie advised that they will keep us updated on the progress but for the present they are preparing for the hurricane season. They have generators in place for power losses. Bill explained that the Council must know if there are any problems with cutting funds. He then inquired on the status of keeping the Oakland Park Clinic open for the veterans on the east side of the county. Rosie advised that the process of the move would be done over a 2day weekend. She also advised that for the first month there would be transportation provided from Oakland Park to the new clinic. She also stated that there would be MRI's, CAT scans, women's clinic, etc. Lenny had a question regarding any fines that would be due because of the delays. He also inquired on the status of having “clean rooms”. There was further discussion on the true story of what is going on at the new clinic. The response was that delays are handled through Washington . We were advised that money is allocated through VISIN. Rosie did agree on the comment about the “clean rooms”. Also the government has to take it's course. Lynn also commented that we have to know the true events of what is going on. Our delegations can go to the Congressional representatives for help. Susan then explained the bid process for getting a clinic in the east part of the county. Bids will be put out on the web site. Mike Carson commented that they are doing a good job. Bill made mention that we want advance notice for planning a grand opening.
Joe Colon then commented on a major issue of the Merchant Marines not being included in the Bill of Rights. He told his story of joining the Merchant Marines at age 16 to be part of the armed forces but when they were discharged, their treatment was not the same as the other branches. He is looking for support for a bill in Congress that would allow M.M. veterans to be given a $1,000 per month. Bill made a motion that the Broward County Veteran Council support Senate Res. 1272 and HR 23 for compensation for the Merchant Marines of WWII. Debra made a second on the motion. The motion passed. Discussion followed. Information will be in the next bulletin. Also letters for Senators Martinez and Nelson.
Josie commented again on her visit to the unveiling of the model for the West Palm Beach Cemetery . Bill will try to have the director, Mr. Wells, attend a future meeting. Discussion followed. K.G. Simmons, the director for the Nininger Nursing Home, commented on the progress of the repairs at the facility. VA inspections in Jan. and last month were both successful. He also gave thanks for the pool table donated by the JWV730. They also have 2 new vans to transport residents. They are in need of one driver. They received 2 more residents from Miami VA spinal cord division. The home now has 117 residents and capacity for 120. K.G. offered to give us a tour of the facility. Jerry commented that he has knowledge of 2 vets in need of moving. Requirements to enter would be the DD214 honorable discharge, Florida resident for 1 year and need to enter the facility. Information is on the web site www.foridavets.org . Lynn Byrnes commented on who has signed on to the Veterans' Funding Bill. She will follow up with results. This is very important for our veterans and if necessary, the council can have protests and rallies this summer and fall. Joise commented on the 1M march for veterans on Washington planned for April 25 th and 26 th . Vivian Piereschi commented on HR 23 and advised that Debbie Wasserman-Schultz had signed.
Yettie Ruskin from “My Family Place” advised that they are still struggling. They presently have 15-18 veterans. Floyd White advised they have 2 vacancies and are reclassifying the positions. Moral of the workers is good with the new changes. He is moving however to the Deerfield Beach location but working throughout the county. Joe Colon advised that he is aware of 2 Marine veterans that are living under a bridge and in need of some help.

Josie commented on the Oakland Park Clinic – Gold Coast Women Veterans meeting on May 20 th . Dr. Greenburg will be the guest speaker. Bill made a motion for the Council not to support the Army's view on not reimbursing family members for the purchase of Body Armor. The second was given by Mike Carson. Discussion followed. The information will be in the next bulletin.
GOOD & WELFARE
Bill advised on the status of the State Legislative bills. 1. Veterans' Day as a school holiday issue to support making Veterans' Day a mandatory holiday off for all schools. Presently 50 counties have the holiday off and 17 do not. Bill made a motion that the council support this bill and Jerry made the second. Motion passed. 2. The question on the Support our Troops State License Plate. The State Planning Group decided to have a special meeting in St. Petersburg . We are holding off on this issue because these groups do not have a good track record.
Jerry read several articles from the NY Times. Loretta commented on a presentation at the Fort Lauderdale Power Squadron on her trip to Israel and all are welcome to attend. Ceil commented on the wives of disabled veterans when the spouse dies they suffer a great monetary loss. We should look into getting them some compensation when the veteran is not at a 100% disabled. A discussion on service benefits followed.

BROWARD COUNTY VETERAN COUNCIL MEETING FOR MARCH 21, 2006
The meeting was brought to order by President, Bill Kling at 0930. The Pledge of Allegiance was lead by Josie Anton followed by a prayer given by Loretta Young. President, Bill Kling announced the 90th birthday for Josie Anton. Self introductions followed. Minutes of the previous meeting were read by the acting secretary, Loretta Young. A motion to accept was made by Debra Stern and a second made by Henry Messana. The motion passed after 2 corrections were noted. There were 16 members in attendance.

He announced that the annual corporation fee had been sent to the state. We next had a report on the Boynton Beach Cemetery by Josie Anton who had attended a replica unveiling. She announced that it has many lakes and is a magnificent sight. She said there was nothing said about a fast track but it would be open by the end of the year. Murray asked why no one knew about the unveiling but Josie advised that it was announced in West Palm Beach . A discussion followed. Murray Goldstein announced that they had a meeting for the dinner fundraising committee with Bill, Luis and Ed in attendance. Locations discussed were Diamiante's, Pine Island Ridge and Colony West. The event is planned for October and the committee needs 6 months to work on the planning. There will be another planning meeting. There was discussion on having Max Clelland for an honoree. A call was put into him but he is not able to commit at this time. A discussion by Murray followed regarding Katherine Harris running against Bill Nelson.
Bill announced that he had a conference call with the State Veterans Council. Topics covered were: 1. Short funding. 2. Veterans' Day Bill – regarding all counties on board for Veteran's Day as a school holiday – 50 counties are in compliance, 17 are not. Bill announced that the Broward Veterans Council will support this bill. 3. Support Our Troops License Plate. This money would go to the Veteran State Nursing Homes. There is a group in California pushing to have this money go back to their own organizations. The C.E.O. of this organization will be meeting in Washington on March 30 th . 4. The 38.1B discretionary funding that was taken away and given to smoke related cancer problems. Discussion followed on who controls Congress. It is a major problem. We need every veteran organization on record to support this bill. Joe Rosen again announced that they are only allowing the veteran organizations 3 minutes to speak. Bill has a list of all who signed against the bill for Assured Funding. Information will be in the next bulletin. Discussion followed regarding the Council meeting with any of the Congressional Representatives to support this bill before the next election. We can have a Screening Committee to interview the candidates. Discussion followed regarding the Veteran Organizations remaining non-partisan. We have to keep our focus on veteran issues. We next had a report from Paul Holwadel on the progress for the Clinic. He advised that in May they will send out a CBC to keep a clinic open on the east side of the county. This is an open bid process. Paul is still investigating the possibility of keeping the Oakland Park Clinic open to some degree for the veterans on the east side of the county. It will be open for the transition. A discussion followed on processing of patient care, there are some inconsistancies. Bill then announced that the next meeting for April 18 th will be at the Sandy Nininger Veterans' State Nursing Home at 11:30 a.m. He will ask for Susan Ward and Kendrick Meek to attend. Bill announced that all the Resolutions went to the State Veterans' Planning Group.
NEW BUSINESS:
Josie Anton read the resolution regarding Women in the Military and sexual assaults. Debra Stern made a motion to accept and Murray Goldstein gave a second on the motion. Discussion followed. Motion passed. It will be in the next bulletin. The resolution has already passed by the JWV and the Plantation Democratic Club.
We then discussed the 72 hour permit for FISA for ruling on “wire tapping”. Bill read the resolution and made the motion to accept. Debra Stern gave a second on the motion. Motion passed.
We then had comments from Floyd White of the Elderly Veterans Services Division. They are in the process of adopting the electronic claims processing. It is already in Jacksonville and West Palm Beach . There is still a back load but this speeds up the processing. The department is still down one Service Officer and will advertise in June for the Deerfield Beach location. Bill inquired if there will be a processing office set up in the new clinic. Floyd will follow up and advise. There are currently 3 offices. Lynn Brenes spoke on the 28B cuts for last year. She advised that Cong. Robert Wexler signed onto the Assured Funding Bill as well as the Rural Veterans Care Act and all other veteran issues. Murray then inquired on the procedure of getting some assistance for a relative in Israel . He was advised to contact the Embassy in Tel Aviv. Henry asked about pension rates and taxable income. He is getting many inquires.

Loretta commented that she and Bill sat on the Committee for the Appointees for the Academies for the 20 th Congressional District for Congresswoman -Debbie Wasserman Schultz and attended a reception in their honor. Bill announced that he will have a sign made up for the rallies for the veteran organizations. We want all veteran organizations involved and he will work on organizing a screening committee for the candidates regarding veteran issues. Bill had a discussion on leadership. “If you do something for us, we will do something for you”. Then followed a short discussion on the war in Iraq .
